About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document for comprehensive medical services (CMS) at the Federal Correctional Institution (FCI) Jesup in Georgia. The Federal Bureau of Prisons (BOP) is seeking to award a sole-source contract to NaphCare, Inc., the incumbent provider, for an interim period from April 1, 2025, through July 31, 2025, with an estimated total cost of $668,400.
The justification cites that NaphCare has been the incumbent for over five years and maintains an established network of local medical facilities and physicians necessary for providing inpatient/outpatient services, including general surgery, orthopedic surgery, and podiatry services to the adult inmates in custody (AIC) population. NaphCare has agreed to maintain their previous Medicare benchmark rates via monthly Firm Fixed Unit Pricing purchase orders. The Field Acquisition Office (FAO) is currently working on a competitive acquisition for a new indefinite delivery/requirements contract, but this interim sole-source award is deemed necessary to prevent disruption of essential medical services while the new contract is being competed. The requirement will be publicized through the Governmentwide point of entry.
