About this file
This document is a justification for a sole source contract award notice. Federal Correctional Institution Morgantown requires medical care services from West Virginia University Hospital on an urgent basis to perform a specialized surgical procedure for an inmate that other local providers cannot adequately address. The comprehensive medical contract through Seven Corners does not have a qualified provider to perform this specialized surgery deemed necessary by FCI Morgantown medical staff. It was determined this acquisition of services from WVU Hospital, the only local institution that can perform the required procedure, is necessary to avoid serious injury to the government due to the unusual and compelling urgency of the inmate's medical needs. Jefferson Gregory, contracting officer, approved the justification on September 1, 2023.

FCI MORGANTOWN - WVU HOSPITAL
CATASTROPHIC MEDICAL
In accordance with FAR 13.106-l{b), BPAP 6.304 (a), and exemptions at FAR 5.202 (a)(2) the contracting officer has determined that the proposed contract action is for a requirement with unusual and compelling urgency, the Government would be seriously injured if the agency complies with the time periods specified in
FAR 5.203.
FCI Morgantown must provide medical care to the Inmate population. The Comprehensive Medica(Contract through Seven Corners does not have a provider that is qualified to perform the specialized surgical procedure that is deemed necessary. It was determined by Mon General Medical staff that they could not adequately treat the medical issues; therefore, the inmate was sent to WVU Hospital, which is the only Institution locally that can perform the required surgical procedure. WVU Hospital is not part of our Comprehensive Agreement. It was determined by FCI Morgantown Medical staff that this decision was vital in the Inmate care. This acquisition is necessary to avoid injury to the government for an unusual and compelling urgency and is authorized as a sole source requirement.
