About this file
This is a Justification for Other than Full and Open Competition (JOFOC) document for HHS/AHRQ to procure annual membership access to the Maryland Research Data Center (UMDRDC) from the University of Maryland. The procurement will provide AHRQ/CFACT researchers with special sworn status and access to MEPS Insurance Component data and Census data needed for research purposes.
The contract will be awarded as a firm-fixed-price follow-on contract to the University of Maryland for a base period of 12 months plus three one-year options, effective January 1, 2025, with a total value of $230,720 over 4 years. The sole-source justification is based on the Maryland RDC being uniquely positioned as the only vendor able to provide access to both the MEPS-IC microdata (which is not available for public release due to confidentiality rules) and Census data, especially following the closure of the Census HQ RDC. A Notice of Intent to Award will be posted on FedBizOpps. The acquisition identification number is 75Q80121P00001.
