About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document from NASA Glenn Research Center for the sole-source procurement of a vertical screw compressor from Johnson Controls Inc. (JCI) under contract 80GRC025PA004. The procurement is for a replacement Compressor B at the Icing Research Tunnel (IRT) facility, with an estimated value of $480,000 and delivery within 20 weeks of award.

The compressor must meet specific technical requirements including: cooling capacity of 594 tons of R507 refrigeration to -41F, max driver speed of 3600 RPM, compatibility with existing Quantum LX Controls panel configurations, and ability to work with two other vertical screw compressors using No. 13 York refrigerant oil. JCI was selected as the sole source because they previously supplied an identical compressor (Compressor A) in 2021, have unique knowledge of the IRT refrigeration plant, and are the only vendor confirmed to meet all technical specifications. A notice of intent to sole source was posted on SAM.gov from December 17, 2024 to January 3, 2025, with no responses received from other potential sources.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

Glenn Research Center (GRC)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION

(JOFOC)

For 80GRC025PA004 / Vertical Screw Compressor

1. Federal Acquisition Regulation (FAR) 6.303-2(b)(1) – Identification of the agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”

This document is a justification for other than full and open competition prepared by

National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC).

The procuring agency is the NASA and the contracting activity is GRC.

2. FAR 6.303-2(b)(2) – The nature and/or description of the action being approved:

This justification provides the rationale for contracting by other than full and open competition to award a sole source contract (80GRC025PA004) with Johnson Controls Inc.

(JCI) for the furnishment of a new in-kind Frick rotary screw compressor to replace Compressor B at the Icing Research Tunnel (IRT) ensuring complete compatibility with existing infrastructure and systems.

3. FAR 6.303-2(b)(3) – A description of the supplies or services required, to meet the

Agency’s needs (including the estimated value):

NASA GRC’s IRT has a requirement for a new rotary screw compressor to replace the current compressor B in the refrigeration plant that has undergone degradation in performance over the past decade. JCI will be supplying the same compressor which they supplied in 2021, which replaced Compressor A, to match the current specifications and workload below.

1. One (1) vertical screw compressor capable of cooling 594 tons of R507 refrigeration to -

41F and specifications consisting of the following:

a. Max Driver speed: 3600 RPM

b. Max Allowable Pressure: 400 psig @ 27BarG

2. Capable of operation in conjunction with two other vertical screw compressors that use No. 13 York refrigerant oil.

3. Must have a slide valve that works with existing system that controls to automatically load and unload compressor from 0% to 100%.

4. Must be compatible with following Quantum LX Controls panel configurations on current compressor skid:

a. Linux Kernel 2.6.19.1

b. Software Version 7.01

c. Analog Board V2.53

d. Digital Version V1.02

5. Must have correctly sized manifold piping ports for existing suction, discharge, and economizer vapor header piping to the common vessel skid of 36”x56.5” profile.

6. Must meet requirements for the existing oil coolers mounted on each compressor skid.

7. Must be able to cool 12,000 gallons of Dynalene HC-50 to -48.3F at 12.1 PSIA on the suction line while maintaining 217 PSIA on discharge side of system.

8. Must be able to use existing on-demand oil pump with existing oil injection ports.

9. Must be used with existing vertical oil separators on compressor skids matching discharge velocities.

10. Must be compatible with Siemens Induction Motor Type: CG consisting of following specifications:

a. 2000 HP

b. 3600 RPM

c. 2400 Volts

d. 60HZ, 3 Phase

This sole source procurement, supporting IRT, is a one-time firm fixed price (FFP) purchase of a single Johnson Controls Vertical Screw Compressor with an estimated value of $480,000. The estimated ready to ship date is twenty weeks from contract award.

4. FAR 6.303-2(b)(4) – An identification of the statutory authority permitting other than full and open competition:

The statutory authority permitting other than full and open competition is 10 U.S.C. 3204(a) (1), as implemented by FAR 6.302- 1: Only one responsible source and no other supplies or services will satisfy agency requirements.

5. FAR 6.303-2(b)(5) – A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited:

The rationale supporting the use of 10 U.S.C. 3204(a)(1) is the property needed by NASA GRC’s IRT is available from only one responsible source, JCI, and no other type of property will satisfy the needs of the agency. The planned procurement of the Johnson Control’s Vertical Screw Compressor is uniquely satisfied by JCI for the reasons below:

• Specifications. The Johnson Control’s Vertical Screw Compressor was the only compressor identified that could meet the specifications above, with an emphasis on being fully compatible with existing Johnson Compressors at the IRT. JCI was the contractor responsible for providing the IRT with the exact compressor replacement necessary to complement the existing refrigeration equipment. They have the unique knowledge background of the IRT refrigeration plant since they also were the contractor responsible for removing Compressor A and installing and aligning and performing the functional checkouts of the new Compressor A.

The purchase of a new, in-kind replacement for Compressor B is critical to the continued optimal functions of the IRT and reduces the risk of part failures like

Compressor A. The unknown impact and cost of a new contractor to come in and learn the IRT refrigeration plant and design a compressor to match the current capabilities while integrating with existing equipment could be detrimental to NASA. Johnson Controls has the expertise to supply the compressors that match the exact specifications as detailed in the Specifications Document attached in this procurement.

• Operator Familiarity. The IRT currently uses Johnson Control compressors, and the operators and facilities workers are already familiar with the installation, operations, maintenance, and repair of Johnson Control compressors. Adopting a different manufacturer of may result in significant downtime or additional operator training, which may negatively affect testing operations.

6. FAR 6.303-2(b)(6) – A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

In accordance with FAR Subpart 5.2, a notice to the Government Point of Entry website (SAM.gov) was posted on December 17, 2024 with a close date of January 3, 2025. This posting informed potential sources of NASA’s intent to award this sole-source contract to Johnson Controls. There were no responses.

7. FAR 6.303-2(b)(7) – A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:

The Contracting Officer’s signature on this document indicates that the Contracting Officer has determined that the anticipated cost to the Government will be fair and reasonable. The Contractor shall be required to submit a proposal to be evaluated and negotiated by the Government. Prior to execution of the contractual instrument, a proposal analysis will be performed. The proposal analysis will ensure that the final agreed-to price for the contract action is fair and reasonable.

This contract will be a FFP for a commercial item. Price reasonableness will be determined by utilizing previous purchase data, factoring in current market conditions and comparison to similar items on the market.

8. FAR 6.303-2(b)(8) – Description of the market research conducted, and the results, or a statement of the reasons market research was not conducted:

Market research identified two manufacturers of vertical screw compressors and the requestor reviewed the capabilities of both. The requestor confirmed that JCI could meet the required specifications. The requestor could not determine if the other manufacturer met the required specifications, to include compressor capabilities, compatibility with the other compressors, and the physical size of the compressor.

To ensure there were no other manufacturers that could meet the requirement, a notice of intent to sole source was posted on SAM.gov for seventeen days. There were no responses to the posting.

9. FAR 6.303-2(b)(9) – Any other facts supporting the use of other than full and open competition:

GRC’s IRT had an identical requirement in 2020. Following market research, it was determined that only JCI could provide a compressor that met the specifications and a Sole Source JOFOC was approved. The 2020 requirement, to replace a compressor at the IRT, is the same as the current requirement with the same specification and compatibility requirements.

10. FAR 6.303-2(b)(10) – A listing of the sources, if any, that expressed an interest in writing in the acquisition:

A notice of NASA’s intent to award this sole-source action was synopsized on SAM.gov per FAR Subpart 5.2 (See Section 6 above). The notice was published on December 17, 2024, and closed on January 3, 2025. No potential sources responded.

11. FAR 6.303-2(b)(11) – A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

The Agency will continue to examine the market in the future for alternative solutions or new sources before executing any subsequent acquisitions for the same requirement.
