2. Nature/Description of Action being approved, i.e. sole source, limited competition, establishment of a new source, etc.
This Justification for Other than Full and Open Competition (JOFOC) authorizes and approves the issuance of a sole source, firm-fixed price purchase of 120 Skin-Pack Detonator Assembly’s.
3. Description of Supplies/Services to include the period of performance and estimated value (including options):
SOD has a requirement for 120 Skin-Pack Detonator Assembly’s. Recent trends by the criminal element to reinforce their homes and places of illegal activities with barricaded obstacles, has created an ever-increasing need for the use of breaching equipment to safely and effectively allow a tactical team an efficient means of entrance. Tactical Explosive Breaching is used to reduce risk of our team members during an SRT operational evolution.
These pre-packaged Skin-Packs are complex devices that will reduce the time our Breachers spend attempting to assemble them. It will also reduce our Breaches exposure to potential hazards that exist while building these devices. The requested number of Skin-Packs will additionally provide the necessary initial familiarization training and operational uniformity throughout the SRT program as we continue to implement this useful tool into our SRT package.

4. Pursuant to FAR Subpart 6.3 and in accordance with the requirement of FAR 6.303, this J&A is supported by the following statutory authority and reason for statutory authority cited:
The statutory authority permitting other than full and open competition is Title 10, U.S.C., Section 2304(c) (1) as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”.
5. Demonstration of Contractor’s Unique Qualifications or Nature of the Acquisition that
Requires use of Authority Cited:
The following justification is presented for other than full and open competition to purchase the products cited above:
Functionality
Developed specifically for Tactical Explosive Breaching, this product is intended to provide a prepacked, all-in-one, engineered, solution to the Tactical Firing Assemblies (TFA) that our SRT Breachers presently use. Currently, our Breachers are tasked with assembling the components to these potentially dangerous devices. This will significantly reduce the hazard to Breaching Teams when employed as a consistent Secondary (back-up) TFA, and when circumstances are right as a primary. Description of device follows: Dual initiating disposable tactical firing assembly – Two non-electric blasting cap initiators, each connected to at least 50' of shock tube, bonded together, with factory crimped #12 blasting caps at the end. Designed so that upon deployment of the blasting caps the bonded shock tube will smoothly spool out to its full length. Each device is approximately 7" x 4" x 3" and able to withstand variations in normal weather to still function.
Training
The Master Breachers of the ATF Special Response Team program have received hands on training with this product and have utilized it in realistic operational field exercises, in addition to real world tactical operations. SRT training partners (other US Government entities) have shared their opinions and given debriefs concerning the positive effects of using the device. The effect of hazard reduction when used as a secondary TFA was plainly
Control #: ATF-24-0060 Page 3 of 5 evident. This same TFA was utilized by SRT Master Breachers during the annual Master Breacher recertification training and was also utilized by all five SRT Team Master Breachers during recent quarterly training. Because of the SRT’s increased mission tempo and the types of missions assigned, it has been determined that the purchase of this specific product/tool for the teams would ensure consistency and standardization across the teams, promote agent survivability, maintain the confidence gained in using this tool, and enhance the SRTs in their mission to protect the public.
The only company selling this specific Skinpack is below. They make these Skinpacks exclusively for law enforcement and the military.
Proposed Contractor:
Ensign-Bickford Aerospace & Defense Company 640 Hopmeadow Street Simsbury, CT 06070
UEI #: JU3GGVGN9ML8
6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable. Include whether or not a Systems Award Management (SAM) announcement will be issued and attached a draft of the SAM notice. Include any exception under FAR 5.202, when not synopsizing. If the justification covers a brand name requirement, this section should address compliance with FAR 5.102(a)(6). Identify if any/similar requirements are anticipated in the future.
A Notice of Intent will be posted via the www.SAM.gov website for fifteen (15) days once this JOFOC has been approved. This acquisition is conducted under the authority for simplified acquisition procedures. The Sole Source is prepared using format at FAR 6.303-2.
7. Determination by the Contracting Officer that the anticipated Dollar Value, including options demonstrates of fair and reasonable cost. Use information such as commercial pricelists or prior acquisition history:
In accordance with FAR 13.106-3(a) (iii) and (iv), price reasonableness is based on manufacturer’s current price of $28,680.00 for 120 units, plus shipping for a total of $30,630.00. The known components of the device cost approximately $239.00 and assembly methods cannot be replicated without the appropriate manufacturing facilities and quality control. Therefore, current price list is deemed fair and reasonable.
8. Market research is required by FAR 10. Describe the results of market research or provide a statement of the reason why market research was not conducted:
Control #: ATF-24-0060 Page 4 of 5
Online market research was conducted for similar Skin-Pack devices; however, no other device (or equivalent) was located. Any devices located do not fulfill the mission requirements for specialized features or functionality.
9. Additional Supporting Facts:
The SRT specializes in the use of chemical agents, tasers, diversionary devices, fast roping, rappelling, less lethal munitions, mechanical / ballistic / exothermic / energetic breaching devices, multiple weapons platforms, specialized vehicles, room entries, and agent/hostage rescue. The SRT has the ability to conduct high-risk tactical operations of such a nature that few other Federal tactical teams have the ability or expertise to attempt, and fewer still State or local tactical teams would even consider.
10. Listing of Sources that expressed a written interest in this acquisition:
N/A
11. Actions Taken to Remove or Overcome any Barriers to Competition. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for supplies/services required. Include a statement of actions taken or will be taken to increase competition for future acquisitions of the same item/service.
As the required item, the Skin-Pack (Model# D12373-01D-01-S-02), is Proprietary to the manufacturer, there are no authorized resellers. However, should Ensign-Bickford authorize resellers in the future, or the requirement changes, ATF’s Acquisitions Branch would ensure proper competitive procedures are followed.
