About this file

This is a Single Source Justification document for a procurement action by the U.S. Department of State at the U.S. Embassy Zagreb.

The Department of State seeks to award a single-source contract to Delta Scientific Corp for the purchase of vehicle inspection lights, specifically sets of 195" LED strips required for vehicle inspection areas at the Embassy. These specialized inspection lights are necessary to detect anomalies in vehicle undercarriages and maintain continuity of security screening operations in compliance with current security standards at the post. The Contracting Officer has determined that only one source is reasonably available under Federal Acquisition Regulation 13.106-1(b)(1) based on exclusive licensing agreements. Delta Scientific does not utilize a traditional commercial distributor network for its high-security physical hardware; instead, the UVLS100 product is classified under perimeter defense and access control equipment and is distributed through specific high-security integration partners rather than wholesale catalogs. While Delta Scientific maintains a current GSA contract, the specific product being procured is not available on the GSA platform. The Contracting Officer has determined the anticipated cost to the Government is fair and reasonable. The justification was certified by Connor Thornton, Facility Manager, on July 15, 2026 at 12:40 GMT and by Matthew A. Dean, Contracting Officer at U.S. Embassy Zagreb, on July 15, 2026 at 13:39 GMT.
