About this file
This is a Single Source Determination document for Purchase Order 140D0426P0154 issued by the Department of the Interior, Interior Business Center, on behalf of the U.S. Election Assistance Commission (EAC).
The EAC requires Washington Metropolitan Area Transit Authority (WMATA) SmartBenefits transit subsidies for employee commuting in the Washington, D.C. metropolitan area. The SmarTrip cards are rechargeable transit benefit cards that provide and manage employee transit benefits for daily commuting on Metrorail and Metrobus. WMATA issues and manages the cards. The estimated one-year contract value is redacted in the document. The single source to be solicited is WMATA, located at H ST SW, Washington, District of Columbia, 20024-2511, United States, with contact information redacted.
The Contracting Officer determined that only one source is reasonably available because WMATA is the sole entity managing the Metrorail and Metrobus SmarTrip card and payment system for the Washington, D.C. metropolitan area. No other sources can provide access to this transit system or manage multi-modal transportation funding through a single interface. The WMATA SmartBenefits Program is the only web-based system allowing employers to assign transit subsidy funds directly to employee SmarTrip cards, eliminating paper voucher distribution. Market research conducted May 4 through June 3, 2026, confirmed WMATA's sole-source status, and review of the System for Award Management database showed other federal agencies have similarly awarded transit subsidy services to WMATA on a noncompetitive basis. The determination was signed by Contracting Officer Joelle Donovan on June 3, 2026, and concurred by Program Manager/COR Derek Banks on June 15, 2026. The authority for this single source determination is RFO 12.102(a).

Purchase Order 140D0426P0154
Detailed Rationale.
WMATA manages the only transit system in the Greater Washington, D.C. area.
There are no other sources that can provide access to the Metrorail or Metrobus system. Additionally, there are no other sources that offer an ability to manage funding for multiple modes of transportation through a single interface for the Washington Metropolitan Transit Authority. The WMATA SmartBenefits Program is an efficient web based system that allows employers to assign transit subsidy funds directly to the employees SmarTrip cards, which eliminates the need to distribute paper vouchers. WMATA is the sole provider of the transit fare subsidy self- service portal. The SmarTrip cards are for IAF’s Washington, D.C. metro area employees.
5. Market Research.
The Contracting Officer conducted streamlined market research in accordance with Revolutionary Federal Acquisition Regulation (FAR) Overhaul RFO Part 10, considering the urgency of the requirement, estimated dollar value, complexity, and prior experience. WMATA is a tri-jurisdictional government agency created by the U.S. Congress through an interstate compact among the District of Columbia, the State of Maryland, and the Commonwealth of Virginia, and it operates the region’s transit services.
Through web-based research conducted on May 4, 2026 thru June 3, 2026, the Contracting Officer confirmed that WMATA is the sole entity that manages the Metrorail and Metrobus SmarTrip card and payment system for the Washington, D.C.
metropolitan area. Additionally, on May 7, 2026, the Contracting Officer reviewed the System for Award Management (SAM) database and determined that other agencies have similarly awarded transit subsidy services to WMATA on a noncompetitive basis for the D.C. metro area.
Market research was conducted through a review of prior acquisition history, examination of relevant acquisitions through SAM.gov, and analysis of commercially available products and services. This research included evaluating product specifications, vendor capability statements, and pricing information. The findings indicate that no vendors offer similar products or services, only one source is capable of meeting the specific functional, interoperability, or technical requirements necessary for this acquisition.
Based on the information available and the results of the market research conducted, I, the Contracting Officer, have determined that only one responsible source is available to fulfill the Government’s requirement. Outreach and market analysis indicate that no other vendors can provide a service that meets the agency’s minimum needs due to unique technical capabilities, compatibility requirements, or proprietary features essential to WMATA’s SmartBenefits Program.
