About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document for a sole-source contract award to Techno-Sciences, LLC (TSi) by NASA's Goddard Space Flight Center (GSFC) in Greenbelt, Maryland.
The contract covers ground systems maintenance, sustainment, and modernization services for Search and Rescue (SAR) systems, including research, development, procurement, integration, delivery, testing, operations, maintenance, sustainment, upgrade, and replacement of SAR systems and related infrastructure. Specific deliverables include MEOLUTs, LEOLUTs, GEOLUTs, Reference Beacons, SAR Mission Control Centers, parabolic and phased array antennas, RF distribution systems, servers, databases, domain controllers, monitoring and control systems, workstations, networking equipment, uninterruptible power supplies, and related hardware and software. SAR-related software includes ground station monitoring and control software, antenna interface software, satellite scheduling software, and database software. SAR technologies encompass beacon location processing improvements, two-way communications with beacons, satellite scheduling enhancements, system reliability improvements, and customization of LEO/MEO/GEO LUT and MCC functions to support NASA and Human Space Flight operations. The Government intends to issue a Firm-Fixed-Price/Indefinite Delivery Indefinite Quantity (IDIQ) contract with a five-year ordering period. The justification cites 10 U.S.C. 3204(a)(1)—the "Only one responsible source" authority—because TSi possesses unique knowledge and expertise as the proprietary vendor responsible for original installation and continued maintenance of GSFC SARLab MEOLUT hardware and software, as well as proprietary GEOLUT and MEOLUT infrastructure. TSi is the current awardee for MEOLUT sustainment and maintenance and holds the prior iteration contract. Market research confirmed no other commercial vendor has the data and technical rights to the existing hardware and software, and switching vendors would create undue cost, schedule, and operational constraints, including safety-of-life risks from breaks in Cospas-Sarsat Program coverage. A notice of intent was posted on Sam.gov on May 21, 2025, and closed on June 5, 2025. Two interested parties—Begini Howard Private Equity and O'Ready LLC—expressed interest but neither submitted adequate capability statements demonstrating their ability to perform or provide alternative hardware/software solutions. The document is signed by Technical Representative Cody Kelly and Contracting Officer Sandra Grello, with approval from Competition Advocate Eric Newman, dated July 21, 2025.
