2. Sole Source Justification rationale (Check one and explain below):

______ Only one responsible source.

______ Urgent and compelling circumstances exist.

___XX___ Other

Extensive internal scoping found that consistency across our small fleet of marine vessels is a very significant safety and efficiency requirement. Additionally, Mercury Marine is the only manufacturer that allows government customers access to direct factory technical support, factory certified technical training and factory direct parts support equal to that of their retail dealers. Due to

Glacier Bay National Park’s remote location, there are very substantial costs and delays associated with having warranty work performed on equipment. Delays in scheduling a factory certified technician and associated downtime on any other brand are a costly and unacceptable situation. A typical service call involves several thousand dollars of travel and standby time, if a service technician is even available, the cost of which is absorbed by the Park; this is eliminated by having equipment on which Park staff is authorized to execute warranty repairs.

3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:

Mercury Marine was contacted and they produce a suitable package of components that integrate into a cohesive propulsion system, suitable for this vessel.

training, technical and parts support to government agencies at the same level as a retail servicing dealer.

Bombardier Recreational Products, manufacturer of Ev nrude outboards was reached out to for this repower package, however, they have ceased production of outboard motors.

Yamaha Marine was contacted and while they do produce suitable equipment, they only provide training, technical and parts support to their retail dealers. The local dealer said there would be no product available this year.

Honda Marine was contacted and while they do produce suitable equipment, they only provide training, technical and parts support to their retail dealers. The local dealer said there would be no product available this year.
