About this file

This document is a Justification for Other Than Full and Open Competition submitted by the U.S. General Services Administration (GSA) Region 3, Real Estate Acquisition Division, for a lease renewal at 250 W Pratt Street in Baltimore, Maryland (Project Number 0MD2322).

GSA seeks to negotiate a lease renewal with the incumbent lessor for approximately 41,106 rentable square feet (RSF) of office space currently occupied under lease number LMD07335, with an expiration date of July 31, 2028. The lease is in its second renewal option period with no additional renewal options available. The justification cites 41 U.S.C. 3304(a)(1) (sole source authority) as the statutory basis for bypassing full and open competition. Key rationale includes: relocation of the entire office requirement would incur substantial move and replication costs that cannot be recovered through competition; a cost-benefit analysis determined remaining in place provides savings compared to relocating; the incumbent lessor's performance has met government expectations with positive tenant satisfaction survey results; and only the incumbent lessor submitted an expression of interest. Market research conducted on January 17, 2024, and October 2, 2024, using CoStar listings identified five alternative buildings within the delineated area that could potentially meet the agency's square footage requirements. The proposed rental rates, inclusive of taxes, insurance, and warm lit adjustment, fall within the fair and reasonable market range for the Baltimore submarket as determined by PBS market surveys. The contracting officer certifies that the award of approximately 39,540 ABOASF or 43,494 RSF is in the government's best interest based on complete and accurate supporting data.
