About this file

This document is a Justification and Approval for a sole source award to SICPA Securink, Inc. for currency inks with a unique security feature. The Bureau of Engraving and Printing (BEP) intends to award a single-award, indefinite-delivery, indefinite-quantity, firm-fixed price contract to SICPA Securink, Inc. for these inks, which will be used in the manufacture of U.S. currency and other security products at BEP facilities. The inks must be compatible with BEP screen presses and meet specialized color requirements. Market research indicates SICPA Securink, Inc. is the only known source with the proprietary technology, manufacturing capabilities, and inherent knowledge required to meet the technical requirements. The BEP has previously spent over $25 million on research and development contracts with SICPA Securink, Inc. for the development of this security feature. The government will determine the proposed pricing to be fair and reasonable. Interested parties must submit capability statements, comments, questions, or concerns by July 19, 2024 via email to the designated points of contact at the BEP.

BEP OCPOFORM FY22 01

Source Selection Information - See FAR 2.101 and 3.104

SFD PMs Attended trade shows A banknote specific trade show was attended by PMs to gather information on the state of the SICPA-like technology. The conference was the 2014 Optical Document Security conference in San Francisco, CA, 01/27/2014-01/31/2014. While many new technologies were present at the conferences, none of these technologies possess the unique, technical expertise, inherent knowledge and capabilities (with respect to proprietary manufacturing processes, facilities, equipment and resources) necessary to perform the services required for this requirement.

The state of the market was judged against the type of feature that is the desired outcome of the current solicitation. No known with novel and unique optical effects based on the companys proprietary magnetic pigments and alignment technologies exist that displays the level of technical complexity or perceived effect uniqueness that would make for a sufficient competition to the current effort. Only SICPA Securink Corp. was identified that could produce ink with novel and unique optical effects based on the companys proprietary , magnetic pigments, and alignment technologies.

7. FAIR AND REASONABLE COSTS:

The BEP Contracting Officer will determine the price to be fair and reasonable in accordance with FAR 15.404-1, Proposal analysis techniques. Proposed prices will be compared against historical prices paid which were found fair and reasonable on previous purchases for similar requirements as well as a comparison of proposed prices with the IGCE.

8. MARKET RESEARCH:

This is a follow-on supply contract to supply material provided originally in the CSMI research and development contract, 2031ZA19D00017.

The overt security feature was initially developed under contract TEPS16-34760, where the awards were focused on concept development. The focus for development was on magnetic alignment of ink during printing and creating optical movement once printed. SICPA retained ownership of proprietary information for the material. A second contract was award for the continued development and research of this feature, 2031ZA19D00017. Multiple delivery orders were received off this contract for print trials over the course of several years. The BEP has spent over 25 million dollars on these contracts. Additional costs outside the contracts include but are not limited to paper, other ink materials, press time, and staffing.

Refer to SF 1010 Market Research Report for specific details.

9. OTHER FACTS:

The BEP and other members of the USCP have a strategic goal of developing security features for future generations of U.S. currency. In order to achieve that goal, BEP must continuously identify, evaluate and source new technologies to stay ahead of counterfeiting and to maintain the trust and confidence that the world has in the U.S. currency. In identifying sources, BEP often looks for sources that have technologies that are inherently unique or exclusive so as to maintain a limited distribution to only BEP for use only on U.S. currency.
