2. Nature and Description of Action Being Approved. Describe the action being approved include the name and address of the proposed contractor(s).

The ATF Fire Research Laboratory (FRL) conducts experiments in support of Arson investigations. Those experiments include measurements of the amount of smoke produced by the fires.

FRL currently owns fire product collector instrumentation produced by Fire Testing Technology.

The FRL currently have four (4) smoke measurement systems built by Fire Testing Technology that are designed to fit within the fire product collectors. One of FRL’s fire product collectors does not have a smoke measurement system. Additionally, the FRL needs a smoke measurement system that can be used to calibrate the smoke measurement systems in the FPCs for fires conducted in structures. For this reason, FRL needs to purchase two additional smoke measurement systems.

Fire Testing Technology is not registered in System for Award Management (SAM). However, they have a sole source reseller for the products. This company is called GBH International Inc.

3. Description of Supplies and Services. Describe the supplies/services to be acquired.

Provide the estimated total value (including options, if any).

The smoke measurement systems must be identical to the existing smoke measurements systems on the FRL’s fire product collectors. The parts needed are:

FTTS0626-Laser cradle frame including laser head, blanking device, 0.3 ND & 0.8 ND optical filters.

FTTS0627-Laser mounting framework including laser head, blanking device, 0.3 ND &

0.8 ND optical filters.

FTTS0445-Laser power supply and photodiode amplifier interface box.

The total estimated value of this acquisition is $23,490.00.

4. Identify statutory authority permitting limiting sources. Cite the authority under one of the exceptions listed under FAR 6.302.

FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements.

FAR 6.302-2 Unusual and compelling urgency.

FAR 6.302-3 Industrial mobilization; engineering, developmental, or research capability;

or expert services.

FAR 6.302-4 International agreement.

FAR 6.302-5 Authorized or required by statute.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

This requirement is to procure smoke measurement systems that fit the current fire product collector instrumentation. Only Fire Testing Technology parts fit the current Fire Testing Technology Systems.

GBH International Inc. provided a sole source letter confirming they are the only source authorized to sell Fire Testing Technology products.

Additionally, attempting to utilize another brand (if one existed), would not be possible as the systems need to be identical so the FRL can show the scientific smoke measurements are the same for court testimony.

Gas Analysis Rack – This is part of the fire product collector instrumentation.

Duct Insert – Goes inside Gas Analysis Rack. Smoke flows through this duct.
