JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
(JOFOC)
For the 80JSC022 GATEWAY THRUSTERS
1. Federal Acquisition Regulation (FAR) 6.303-2(b)(1) – Identification of the Agency and the contracting activity, and specific identification of the document as a “Justification for other than full and open competition.”
This document is a JOFOC, prepared by NASA JSC.
The procuring Agency is NASA, and the contracting activity is JSC.
2. FAR 6.303-2(b)(2) – The nature and/or description of the action being approved:
This justification provides the rationale for contracting by other than full and open competition to award a sole-source contract to Moog for providing hardware, testing, and proprietary insights into their propulsion hardware on NASA’s Gateway Power and Propulsion Element (PPE) to support certification for human spaceflight.
The PPE is a part of a strategy to affordably extend human exploration beyond low-earth orbit to the vicinity of the moon while simultaneously demonstrating technologies and capabilities needed for even more ambitious follow-on human exploration missions. The PPE, co-manifested with the Habitation and Logistics Outpost, will be the first element of a human-tended platform in lunar orbit. The PPE will provide this platform with electrical power, communications, attitude control, orbit maintenance, and the ability to change orbits.
This functionality was specifically assigned to the PPE to closely align with capabilities of current and future high-power commercial spacecraft utilizing solar electric propulsion.
NASA has invested a decade of time and tens of millions of dollars in the PPE project. The competitively awarded PPE’s design, based on Maxar’s LS-1300 bus, baselines the use of Moog’s heritage thrusters and therefore, the Government requires the same thrusters to be procured under this action for compatibility purposes. Introducing new thrusters from another vendor to this PPE project will require design changes which will ultimately create schedule delays of up to 3 years and . A cost impact of dollars is duplicative and considerably more than the estimated value of this procurement and further supports the justification of sole-source as the Government does not anticipate being able to recover those costs through competition.
3. FAR 6.303-2(b)(3) – A description of the supplies or services required, to meet the Agency’s needs (including the estimated value):
The requirement is for the manufacture, instrumentation, structural analyses, testing, and disassembly and inspection of 5lbf class NTO/MMH thrusters with the flight designs being flown on the Maxar heritage LS-1300 series bus, which the PPE design is utilizing.
