The period of performance is for one (1) base year (July 1, 2023 – June 30, 2024) and four- (4-) option years (July 1, 2024 – June 30, 2028), for a total-estimated cost of $106,304.00.

5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

To provide the most effective state & local interoperability for public safety throughout the central part of the state of Iowa, the state procured one (1) statewide Land Mobile Radio (LMR) system via its soliciting/bidding process. (For statewide systems, it is not feasible to procure multiple systems because such would require significant, additional expenses and technology to provide for interoperability between disparate systems, resulting in duplicate services.) To ensure the most effective use of taxpayers’ dollars, states normally have just one (1) statewide communications system. As such, CIRPSCS is the only statewide radio system that provides LMR, interoperable communications with state-and-local, public-safety agencies throughout the central part of the state of Iowa at the federal- and tribal-government levels. ATF needs access to this statewide communication system to support its law-enforcement activities (i.e., responses to emergencies and communicating with other law-enforcement partners using said network).
