About this file
This document is a Justification and Approval for Other Than Full and Open Competition for a sole source acquisition by U.S. Embassy Islamabad, Pakistan. The procurement involves Keller's Inc. repairing the Fire Alarm System of Warehouse-2 Elevator, with an estimated cost of $40,000.00. Keller's will provide engineering services, system components, devices, and materials, along with trained technicians for installation and programming. The specific scope includes installing a new Honeywell Notifier Elevator Fire Alarm Subpanel with functions like floor recall, HAT signal, and elevator shunt trip, installing smoke detects for elevators and lobbies, and synchronizing the new fire alarm control panel with the current building system.
OBO (Overseas Buildings Operations) conducted a market survey and determined Keller's to be the most competent and qualified company to maintain the Honeywell Notifier system. Keller's is currently the authorized dealer for the existing fire alarm system, has already installed the original Fire and Life Safety System at NEC Islamabad, and has exclusive expertise in programming and configuring systems to meet OBO and Life & Safety standards. The procurement is a one-time buy, with the government intending to conduct further market searches for future PLC upgrades. The contract is justified under 41 U.S.C. 253(c)(1) for services not available from other sources.
