About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document seeking approval to increase the contract ceiling for an Indefinite Delivery/Indefinite Quantity (IDIQ) contract without conducting a new competition.

The Defense Intelligence Agency's Missile and Space Intelligence Center (MSIC) requests approval to increase the ceiling for IDIQ contract HHM402-18-D-0004, "Integrated System Production and Modeling & Simulation Support (ISPMSS)," awarded to Parsons Government Services, Incorporated, by $100,000,000, from $231,709,748.00 to $331,709,748.00. The contract was originally awarded May 15, 2018, with a ceiling of $164,693,681.78, subsequently increased to $231,709,748.00 on May 8, 2026. The contract is structured with twelve-month ordering periods running through May 15, 2028. As of June 4, 2026, MSIC awarded 118 task orders totaling $230,415,595.96 against the current ceiling, with an additional $490,000.00 in pending obligations that would bring the contract near its current ceiling. Approximately $17,800,000.00 of FY27 requirements and at least $25,000,000.00 expected for FY28 are planned for this IDIQ. The contractor provides technical and management support for Integrated System Production and Modeling & Simulation, including Integrated Threat Analysis & Simulation Environment (ITASE) architecture development, foreign threat system models, and analytical studies supporting warfighter operations.

The justification cites 10 U.S.C. § 3204(a)(1)—"only one responsible source and no other supplies or services will satisfy agency requirements"—as the statutory authority. Parsons is deemed uniquely qualified based on its expertise with the ITASE framework, which hosts a library of 275 authoritative and dynamic threat weapon models used by DIA/MSIC and Service Intelligence Production Centers. The government determined that a new competition requiring approximately one to two years would result in unacceptable service delays and mission capability gaps. The contracting officer determined anticipated prices are fair and reasonable based on historical costs and verified labor rates. No subsequent acquisitions are currently planned; however, public announcements will be made through the Federally Directed Governmentwide point of entry (GPE) if needed in the future.
