About this file
This document is a Justification and Approval for Other Than Full and Open Competition (JOFOC) for the acquisition of the Haivision enterprise media platform for the U.S. Embassy in Mexico City and its outlying consulates.
The JOFOC states that Superior Access Solutions (SAS) is the only Haivision reseller approved by the State Department's Information Technology Configuration Control Board (ITCCB) to provide video encoding technology that can transmit low-latency video over OpenNet. SAS has implemented Haivision technology at over 150 global embassy and consulate posts, and is considered the direct replacement for the outgoing VBrick system. The Contracting Officer has determined that the anticipated cost of $235,511.48 is fair and reasonable, and that SAS is the sole source capable of meeting the government's requirements. A notice of intent has been issued to award a sole-source, firm-fixed-price contract to SAS for the Haivision enterprise media platform.
