Illumina, Inc.
I . Identification of the agency and contracting activity
II. Description of the project and supplies or services required to meet the agency’s needs (including the estimated value)
A. Type of action: (check the appropriate box) New requirement Follow-on
Name of the previous contractor(s): ________________________________ Sequence number, if available: ____________________________________ Was the initial and any subsequent awards competed? Yes No
B. AMBIS Sequence number for this requirement: __________________ C. Total estimated dollar value of the requirement (including options, if applicable):
D. Period of performance, inclusive of options: from ___________ to ____ E. Project Background
a. The Vaccine Immunology Program (VIP) aids the Vaccine Research Center (VRC) by supporting the development of monoclonal antibodies and vaccines for infectious diseases such as HIV, Influenza, Ebola, and more recently SARS-CoV-2 Coronavirus. Support is through the state-of-the-art laboratory performing Phase 1 and Phase 3 clinical end point testing to inform further study designs, research questions and vaccine modification and design. As part of a broader strategy to determine the immune responses to infection and vaccination, VIP has employed Illumina sequencing technology to evaluate B-cell responses at both the transcriptomics level as well as VDJ characterization.
b. Acquisition purpose and objectives.
The purpose of the procurement is for the vendor to provide an NextSeq 100 sequencing system, equipped with to perform comprehensive and efficient sequencing of B-cells.
The objective is to supply the sequencer to the VIP to perform the assay testing in support of understanding the B-cell response to SARS CoV-2 infection and vaccination; an area of consistent concern given the array of variants circulating within the population and implantation of novel vaccines.
c. Description of the supplies/services to be purchased -NextSeq 1000 Sequencing System

IV. Demonstration that the proposed contractor(s) unique qualifications or the nature of the acquisition requires use of the authority cited.
A. Name and address of the proposed contractor(s)
Illumina, Inc 5200 Illumina Way San Diego, CA 92122 1-800-809-4566
B. Describe why only the requested brand or brand name feature of the supply/service will meet the government’s needs
As the threat of COVID-19 continues in the international community with new variants emerging every week, the need for a comprehensive understanding of the humoral immune response in response to vaccination and infection is a health care priority. To assist in this effort, the VRC-VIP will use the Illumina NextSeq 100 sequencer. The VRC-VIP identified this sequencer as it is unique in its capacity to perform single-cell, whole exome, and RNA sequencing. The VRC-VIP identified the Illumina has a leader in the sequencing field, that offers reliable readout and high-resolution genetic information at the single cell level. The platform also offers higher throughput for the processing of multiple samples.
V . Determination by the Contracting Officer that the anticipated cost/price to the Government will be fair and reasonable
Price reasonableness determination will be included in the acquisition file.
VI. Certification This is to certify that the justification for the proposed acquisition has been reviewed and that to the best of my knowledge and belief the information and/or data provided to support my request (for the requestor) and approval (for the CO) of is accurate and complete.
