About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for a follow-on contract with Massachusetts Institute of Technology (MIT) for the Web Accessibility Follow-on Contract. The National Institute on Disability, Independent Living and Rehabilitation Research (NIDILRR) is seeking continued support for the World Wide Web Consortium (W3C) Web Accessibility Initiative, with a total estimated contract value of $2,000,000.00.

The contract will be awarded sole source under FAR 6.302-1 (Only One Responsible Source) because MIT is the only organization capable of performing the required tasks due to its unique role in governing and managing W3C activities. The work involves developing consensus-based accessibility recommendations for web content, browsers, and media players, supporting standards for people with disabilities internationally. Market research was conducted, and no other sources were identified that can meet the agency's minimum needs within the required timeframe. The contract is a firm-fixed price follow-on requirement for fiscal year 2025, with MIT being the sole designated official U.S. representative for the W3C.

Text version

This contract is being awarded as a sole source under the authority of FAR 6.302-1, Only One Responsible Source.

The Government’s requirement is for follow on contract for continued support, development, setting standards and guidelines for “accessibility” for the disability community on the world wide web in a worldwide collaboration effort.

MIT, through its role with the World Wide Web Consortium (W3C) is the only organization that can perform the required tasks because of proprietary involvement, institutional control, governance authority and a unique role over W3C standards. MIT holds a legal and administrative role as a host of W3C. Therefore, performance is inextricably linked to MIT’s position in governing and managing W3C activities. MIT personnel have the established authority, processes and technical community relationships necessary to carry out the contract in its entirety. These activities have a direct impact on NIDILRR’s mission as statutorily required by the Rehabilitation Act of 1973 (as amended).

Market research was conducted, and no other sources were identified that can meet the agency’s minimum needs within the required timeframe. Therefore, competition is not feasible for this acquisition.

The estimated value of this contract is $2,000,000.00. Approval of this justification has been obtained at the appropriate level in accordance with FAR 6.304. A copy of the full J&A is maintained in the contract file; this version has been redacted for public release.
