About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document for a brand name procurement by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

The ATF's Office of Management, Acquisition Management Division intends to award a brand name, firm-fixed price Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for Magnet GrayKey software subscriptions and hardware units. The procurement requires 26 Advanced Unlimited Consent and Before First Unlock (BFU) Extractions licenses, 26 Essentials Consent Unlimited and BFU Extractions licenses, 26 Preserve License & Unit licenses, and 52 Hardware Units for gathering evidentiary data from iOS and Android devices. The contract period includes a one-year base period and four ordering periods. The estimated cost is redacted in the document. The sole-source justification is based on RFO 6.103-1, establishing that only one responsible source (Magnet Graykey through authorized resellers) can satisfy agency requirements. Market research identified seven authorized resellers: PanAmerica Computer Inc (PCiTec), Hexordia, Carahsoft, Teel Technologies, Silver Line Tech LLC, Comp Sec Direct, and CACI International Inc. The Request for Quote will be set aside to four women-owned small businesses: PCiTec, Teel Technologies, Hexordia, and Silver Line Tech. The document was prepared September 2, 2026, and approved by Cameron Davis, the Contracting Officer, with Competition Advocate review completed since the estimated value does not exceed $75 million.

Magnet Graykey license tiers offer unique mobile forensic capabilities. The Advanced tier includes unlimited consent/BFU extractions alongside bundled hardware/software features, Preserve provides dedicated out-of-lab iOS data preservation, and Essentials offers entry-level access with limited instant unlocks.

Magnet Graykey Advanced License is designed for comprehensive mid-to-high volume lab environments needing robust access. Its capabilities include Unlimited consent-based and BFU extractions. It also includes defined allocations for advanced AFU (After First Unlock), brute-force, or instant unlock actions, plus specialized excursion credits. It can also be bundled Graykey Preserve at no extra charge to expand field-preservation capability.

Graykey Preserve functions as a dedicated, online hardware solution built solely to preserve iOS device data outside the forensic lab. The speed and privacy secure and preserve data state in roughly 5 minutes without running deep extractions or brute-force routines. The network isolation automatically disables network connections on the target device to stop remote wipes or forced updates. The reboot protection freezes the AFU state to protect fragile evidence from expiring or triggering inactivity reboot timers.

Graykey Essentials License can be tailored for smaller agencies and/or local departments or larger agencies needing rapid tactical access on a budget. Its capabilities in fast extraction and examination features for locked or encrypted mobile devices. It also has volume limits to include typically packaged with a restricted allocation of instant smartphone unlocks (e.g., around 20 instant unlocks per annual term) rather than fully unmetered high-tier operations. It provides core, baseline proprietary device access and standard extraction features for supported mobile platforms without advanced scaling or field-preservation add-ons.

Magnet Graykey tiers structure proprietary mobile forensic software, specialized extraction algorithms, and hardware-tied access capabilities for iOS and Android devices. While exact source code and exploit mechanics remain strictly confidential, licenses differ by functional modules like Graykey Preserve for remote data protection, Fastrak for workstation scaling, and core device unlocking routines.
