About this file

This document is a Single Source Justification (JOFOC) for the U.S. Embassy Praia's procurement of Kenwood radios and accessories. The Department of State is awarding a sole-source contract to KL Whyte Trading Inc. for $9,982.39, with the primary objective of providing communication equipment for embassy guards across multiple posts, including the New Embassy Compound. The justification is based on brand-name compatibility, ensuring that all guards can use consistent radio equipment on the same communication channels to facilitate effective communication, radio checks, and emergency responses. Market research was conducted with quotes received from three vendors: Xpressgov Supply, KL Whyte Trading Inc, and Federal Communication Consulting, with the RSO team emphasizing the critical need for uniform radio systems to maintain operational efficiency.

Supply, KL Whyte Trading Inc and Federal Communication Consulting

The RSO team intends to procure the same brand of radios and accessories to ensure compatibility across all posts.

This compatibility is critical for effective communication, radio checks, and emergency responses, which are essential for the guards to perform their duties. Therefore, procuring the same brand ensures consistency and reliability across all posts, aligning with the Embassy’s operational requirements.

These radios will be used on the same communication channels, facilitating seamless coordination among guards stationed at different locations.

For example, it was decided to purchase these radios and accessories for the NEC project, where guards will soon be on duty. To maintain operational efficiency, guards at the NEC should use the same radios and accessories as those stationed at the Embassy and residential posts.
