About this file
This is a Restricting Competition Justification document under IAW FAR 12.102(a) submitted by the Department of Justice Bureau of Prisons at FCI La Tuna on March 19, 2026.
The document justifies a noncompetitive contract award for urgent repair of Main Power Plant boilers supplying steam power to the federal prison institution. The estimated contract value is $82,790.00. The agency requires services from a certified technician to repair two of three boilers that have developed severe leaks. The justification demonstrates that only one source, Wyler Industrial Works, possesses the necessary technical expertise and immediate availability to perform the work within the required timeframe. FCI La Tuna staff identified that the boilers supply steam heat to the entire institution, including Food Service and Laundry operations, making this the sole source of steam heat. With two of three boilers currently inoperable, an urgent operational risk exists requiring immediate corrective action. Local certified vendors were contacted to assess the specialized repairs needed, and only Wyler Industrial Works demonstrated the necessary technical qualifications and ability to maintain safe and continuous operation of the boiler system. The justification concludes that failure to complete repairs promptly would result in significant operational disruption and substantial additional costs to the government. The document is certified by Ozmann Chaidez, Engineering Technician, and LaTasha Windham, Contracting Officer at the Field Acquisition Office.
