About this file
This document is a Justification for Other Than Full and Open Competition for the Federal Correctional Institution in Berlin, NH. The agency requires solid waste/landfill services from Mt. Carberry Secure Landfill, the sole provider of such services in the Coos County area. The service is needed for fiscal year 2026, specifically from December 1, 2025, to January 31, 2026, with an estimated aggregate contract value of $6,000.00.
The justification emphasizes that Mt. Carberry Secure Landfill is critical for the institution's operations, as it is located within three miles of the facility and is the only local landfill service provider. The next closest landfill is a 45-minute drive away, which is deemed unsafe and cost-ineffective due to severe weather, winding roadways, and mountainous terrain. The Contracting Officer has determined the pricing to be fair and reasonable and in line with industry standards. The document was submitted by Jessalynn LaFlamme, Procurement and Property Specialist, and certifies that the request is not due to lack of acquisition planning or a desire to expend remaining funds.
