About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for the U.S. Department of State's July 4 event in Podgorica, Montenegro. The Department of State intends to award a sole-source, firm fixed-price contract to Imanje Knaz for hosting the official July 4 celebration, with a total estimated value of €26,130.00. The venue must accommodate 500 guests, provide full-service catering, fireworks, parking for 400 vehicles, and meet security requirements prescribed by the Regional Security Officer. After conducting market research by visiting multiple venues in Podgorica, the Contracting Officer determined that Imanje Knaz is the only venue meeting all specified requirements.
The acquisition is being pursued under FAR 6.302-1 authority, citing only one responsible source capable of satisfying agency requirements. The Contracting Officer will publish a notice of the acquisition per FAR5.201 and will post the JOFOC on Beta.Sam.gov within 14 days after contract award. The document includes certifications from the Political Officer and Contracting Officer affirming the accuracy and completeness of the information. No other potential sources expressed interest, and no barriers to competition were identified for future acquisitions.
