3. Description of Supplies/Services Required to Meet the Agency’s Needs:

The Department of Veterans Affairs established Health Care for Homeless Veterans (HCHV), in accordance with 38 U.S.C. 501, and 2031. The Department of Veterans Affairs is implementing programs to end homelessness for veterans and this program’s purpose is consistent with that effort through the provision of immediate short-term housing for homeless veterans. Initially serving as a mechanism to contract with providers for community-based residential treatment for homeless Veterans, many HCHV programs now serve as the hub for a myriad of housing and other services that provide VA with a way to reach and assist homeless Veterans by offering them entry to VA care. Outreach is the core of the HCHV program. The central goal is to reduce homelessness among Veterans by conducting outreach to those who are the most vulnerable and not currently receiving services and engaging them in treatment and rehabilitative programs.

This service will be performed on an as needed basis, at the per diem and length of time agreed upon, and in accordance with the Performance Work Statement. VA is obligated only to the extent authorized placement of patients are made under this contract. The program is designed to provide temporary Emergency Housing to engage the Veterans into the transition to permanent Housing options. This requirement is estimated to utilize six (6) beds per day throughout a one (1) year performance period.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The performance work statement requires the delivery of 24/7 residential services including meals, support services and case management available specifically to both male and female veterans. The site must be accessible for non-ambulatory veterans and located to access community resources including transportation. US Veterans Initiative has provided these services consistently since FY 2010.

US Veterans Initiative manages the only homeless shelter site on the Leeward side of Oahu that can serve 60+ patrons via an agreement with the State of Hawaii whom owns the property located at the Waianae Civic Center.

The facility services single males, females, couples and families. Leeward side of Oahu brings many socio-economic challenges. With onsite access to employment and community resources, as well as, transitional housing they are the only capable source. Their facilities are also fully ADA accessible. US Veterans Initiative is the only vendor that serves the diverse population and works collaboratively with agencies to provide case management on the Leeward side. They provide full services of housing, meals, support services to access VA and community resources, employment support, and case management. Case management is onsite, and security provided 24/7 to ensure safety of all residents. US Veterans Initiative is a 24/7 agency with a full Hawaii Dept. of Health approved kitchens providing 3 meals and snacks provided daily at both sites. They have been serving veterans through the VA Emergency Housing program since 2010 consistent with the specific processes and procedures developed for that program.

US Veterans Initiative is accessible for those with ambulation challenges. The site location is single story with wheelchair and walker accessible bathrooms. Public transportation has wheelchair accessible buses with a stop directly in front of the facility. US Veterans Initiative is able to designate specific areas to Veterans based on their occupancy capacity. These beds are not reimbursed until utilized by an approved Veteran overnight. This set aside assures immediate ongoing access for those Veterans who independently seek services or those referred by the VA Clinicians. Market research has determined that other homeless shelters on the Leeward side of Oahu are not capable of meeting our diverse population due to limited beds and the potential for high demand are unable to assure an ongoing non-reimbursed set aside specific for our Veterans.

There are no other vendors with a presence on the Island of Oahu to meet VAPIHCS requirement. The capacity to develop site(s) to serve male and female of varying ages, as well as, establish the relationships necessary to acclimate homeless Veterans toward permanent housing requires time and a presence in an Island community. US Veterans Initiative has the community relationships with the State of Hawaii, the ability to serve individuals, as well as, families. The positive working relationship, the staffing capacity, the consistent quality of services provided and adherence to the Emergency Housing process and procedures, we support their continued contracting. Accordingly, US Veterans Initiative is the only vendor capable of providing the services described in Section 3 without the Veteran’s Health Administration experiencing unacceptable delays in fulfilling its requirements.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable:

Results of the Market Research determined, other than the incumbent, no vendors potentially capable of performing Emergency Housing services on the Leeward side of Honolulu were discovered. The sources of homeless resources on the Leeward side of the Island of Oahu are extremely limited. Given a very strict requirement in the PWS that any potential homeless agency must have an administrative presence on Oahu including a history of delivering homeless residential services, no additional sources were identified and deemed practical. No other agency currently providing homeless services through VA contract has an operating presence in this city. Given timelines to assure that there is no disruption of homeless services and the requirements indicated above no further sources were solicited.
