About this file
This document is a Single Source Justification (JOFOC) from the U.S. Department of State's Office of the Procurement Executive for a vehicle acquisition in Guatemala City. The document justifies a sole source procurement for a vehicle valued at $53,290 to be used by the Office of Overseas Criminal Investigations (OCIU) for law enforcement sensitive and confidential official functions. The vehicle is intended to support surveillance and counter-surveillance operations, with specific requirements for local acquisition that will enable plainclothes officers to conduct covert investigations.
The justification is based on Federal Acquisition Regulation (FAR) 13.106-1(b)(1), which allows for a single source procurement when only one source is reasonably available. The document includes certifications from an Overseas Criminal Investigator and a Contracting Officer, confirming the accuracy and completeness of the procurement details. The procurement is specific to the U.S. Embassy in Guatemala City, with the vehicle selected to meet national security and law enforcement operational needs, and includes considerations such as cost-competitiveness, market research, and local economic support.
