About this file

This document is a Sole-Source Justification for the procurement of 50 licenses for the Government Contracts Complete Library on VitalLaw by the U.S. Department of Justice, Federal Bureau of Prisons (BOP) Field Acquisition Office. The total cost of the licenses is $37,200.

The justification cites the statutory authority under FAR 13.106-1(b)(1)(i) that only a single source is reasonably available, as Wolters Kluwer Legal & Regulatory U.S. - CCH Incorporated owns the proprietary product and there are no authorized resellers. The Contracting Officer determined the pricing to be fair and reasonable based on previous year pricing. Market research found no similar competing products that offer the same online experience and published resources. A sole source award notice will be published on SAM.gov, and the justification will be made publicly available.
