About this file
This is a Justification and Approval (J&A) document for a non-competitive sole-source contract award by the Department of Veterans Affairs.
The Department of Veterans Affairs, Network Contracting Office, is seeking off-site teleradiology physician services for the Western Colorado Health Care System (WCHCS) located in Grand Junction, Colorado. The contract is a firm-fixed-price award with a six-month performance period from July 1, 2026, to December 31, 2026, with an option to extend services if necessary. The requirement includes final interpretation and reporting of weekday after-hours exams (4:00 p.m. to 8:00 a.m.), weekend, and holiday imaging studies, with interpretations meeting American College of Radiology (ACR) standards. Medical chart review and peer review will be performed by WCHCS radiologists under the Chief of Radiology supervision. Estimated quantities include approximately 10-15 STAT and urgent mixed modality studies per night during weekday after-hours, and 20-30 STAT and urgent mixed modality studies per day on weekends and federal holidays. The estimated total value for the six-month requirement is redacted, with threshold compliance also redacted.
The contract is being awarded as a sole-source to VetMed Group LLC., Group Inc., a Service-Disabled Veteran-Owned Small Business (SDVOSB), under the authority of 38 U.S.C. § 8127(c). The justification cites the urgent and critical nature of the requirement, which prevents conducting a competitive acquisition due to onboarding, credentialing, and system integration delays that would interrupt radiology coverage. Market research identified multiple VetCert-listed SDVOSBs capable of providing teleradiology services, but VetMed Group LLC., Group Inc. was selected based on its extensive experience with 22 executed VA contracts, proven onboarding framework, familiarity with VA network configuration and credentialing processes, and ability to assume immediate coverage without interruption. Price analysis compared the contractor's modality-based exam rates to historical VA pricing and ADDS UP data, finding quoted rates within the expected fair and reasonable range, with an overall price increase of only 3.6% above the Independent Government Cost Estimate (IGCE). An RFI was issued to VetMed Group LLC., Group Inc. on June 15, requesting a modality-based cost breakdown, with a response received on June 18. The contracting office determined that the anticipated cost to the Government is fair and reasonable, and no public notice will be posted as this is being processed as an SDVOSB sole-source award.
