About this file

This is a Justification and Approval (J&A) for Other Than Full and Open Competition document for emergency generator and automatic transfer switches (ATS) maintenance services at VA Northern California Healthcare System (VANCHCS) facilities in Mare Island, Martinez, Mather, and Stockton. The document justifies a sole source award to EWA Direction, Inc., a verified Service-Disabled Veteran-Owned Small Business (SDVOSB), under VAAR 819.7008.

The contract includes a base year (10/01/24 – 09/30/25) plus one option year (10/01/25 – 09/30/26) for providing labor, materials, equipment, supervision, administrative support, and engineering services for generator and ATS maintenance, testing, and repairs. EWA Direction is currently performing satisfactorily on a chillers maintenance contract (36C26123P0019) for VANCHCS. The J&A notes that while multiple SDVOSBs could provide these services, only EWA Direction can meet the immediate requirement without service interruption. The VA will continue market research for future competition opportunities. The contract value is below the $5 million threshold for SDVOSB sole source awards, and pricing will be determined fair and reasonable based on historical pricing, though inflation and supply chain issues may impact costs.
