About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for law enforcement services at the Little Sahara Recreation Area (LSRA). The Bureau of Land Management (BLM) intends to sole-source a $358,385.87 contract with the Juab County Sheriff's Office (JCSO) to provide supplemental law enforcement support during high-visitation periods, including three major weekends that can attract up to 30,000 people. The JCSO is deemed uniquely qualified due to its primary jurisdictional authority to enforce state and local laws, familiarity with local ordinances, certified peace officers, ability to coordinate multi-agency law enforcement, and infrastructure to handle emergency responses and arrests in the recreation area.
The sole-source justification is supported by specific statutory authorities, including 41 U.S.C. 3304(a)(1) and 43 U.S.C. 1733, and includes outreach to other potential law enforcement agencies like Utah Highway Patrol and Utah State Parks. These agencies unanimously indicated they would not interfere with Juab County's local law enforcement jurisdiction. The BLM determined JCSO is the only vendor capable of providing the required services, with a notice of intent to sole source posted on SAM.gov with a response date of April 11, 2025. The contract is expected to be awarded on May 1, 2025, with JCSO providing law enforcement services to assist BLM Rangers in managing public lands within the Little Sahara Recreation Area.
