JUSTIFICATION AND APPROVAL FOR OTHER THAN FULL AND OPEN

COMPETITION (OVERSEAS CONTRACTING ACTIVITIES)

I recommend that the Department of State use other than full and open competition for the acquisition of rental vehicles in support of the security detail (POTUS Team) of a VVIP visit from 05/01/2025 to 05/20/2025, tentatively. The estimated cost for the four vehicle contracts is

AED 6,395,150.00 (USD1,741,125.00)

1. Nature and/or description of the action being approved.

Rental vehicles including trucks for POTUS visit to Abu Dhabi, United Arab Emirates. USSS, WHMO, WHCA, HMX, CVAM and WH – PTS are accompanying the visit. A large volume / quantity of vehicles with drivers is required to facilitate the visit. Considering the size of the visit team and the timeframe post was notified about the visit was very minimal.

2. A description of the supplies or services required to meet the agency’s needs.

Total of around 200 rental vehicles (1505 trips) are required with fuel, tolls and drivers for full day (10 hours and Extra hours will be charged Over Time). Multiple IDIQ Contracts will be awarded to support the POTUS visit to Abu Dhabi, United Arab Emirates.

WH-PTS, USSS, WHCA, HMX, CVAM & WHMO to support POTUS visit from May 01 to May 20, 2025

Total Number of Estimated vehicles/trips - 1505 (estimated)

USSS: 600 trips (estimated)

WHCA: 350 trips (estimated)

WH – PTS: 200 trips (estimated)

CVAM: 75 trips (estimated)

WHMO: 150 trips (estimated)

HMX: 130 trips (estimated)

3. An identification of the statutory authority permitting other than full and open competition.

FAR 6.302-6 National security.

Authority citation: 10 U.S.C.2304(c)(6) or 41 U.S.C.3304(a)(6) Disclosure of the agency’s needs in advance, or public posting in advance, would compromise the national security.

4. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.

For You Transport Passenger by Bus lease; Altair Chauffeur LLC; Global InterVision and AB Middle East were selected due to its ability to meet critical requirements, including safety, security, reliability, and professionalism. Additionally, all the companies demonstrated a unique capacity to accommodate large-scale vehicle demands, This selection underscores our commitment to ensuring the highest standards of transportation for the VVIP visit and associated events.

5. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable. The description should include whether a SAM notice was or will be publicized, as required by FAR 5.2, and if not, which exception under FAR 5.202 applies (e.g., blanket waiver provided in DOSAR 605.202-70).

Due to National security and exception in FAR 5.202.(a)(1) solicitation cannot be posted but the JOFOC may be published in SAM.gov (GPE) if required.

Moreover, the visit team was facing communication and coordination issues with the rental car company named Europcar for the Purchase Order that was awarded to them in the last high level visit. Europcar was unable to meet the Government’s expectations and requirements for such a high-level visit. Due to time constraints the Procurement office was forced to find alternate source to avoid interruption of transportation services for this VVIP visit.

6. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The companies listed above have provided best possible rate to meet Transportation requirements of this VVIP Visit. The rate is considered fair and reasonable for such unique requirements and facilities during such time. The rate is competitive and reasonable for in comparison to type of vehicles mentioned and compared to similar service providers in the

UAE.

7. Any other facts supporting the use of other than full and open competition.

Aside from the rates, the companies selected are very flexible. The other companies we contacted does not have sufficient fleet to meet the requirements as well as their cancellation policies does not support USG policies.

8. A listing of sources, if any, that expressed, in writing, an interest in the acquisition.

Apart from the selected companies, we contacted Thrifty Rent A car and Abu Dhabi Supplies and Commercial services, but the quotes provided are not the best value.

9. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

None.
