About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for a high-resolution laser mask writer. The National Institute of Standards and Technology requires a mask writing system capable of writing an entire 6-inch by 6-inch substrate in less than 75 minutes at a speed of 325 square millimeters per minute or faster, and with an autoloader for substrate loading. Market research from May through November 2022, including a conference attendance, internet searches, supplier inquiries, and a sources sought notice, found that only Heidelberg Instruments can meet these technical requirements. Specifically, other sources failed to demonstrate write speeds of 325 square millimeters per minute or substrate completion times of 75 minutes or less, and lacked autoloader capability. Additionally, one source lacked North American technical support. A notice of intent to sole source was posted to SAM.gov on January 25, 2023 with a February 9, 2023 response deadline, which received no responses. The contracting officer will perform a price analysis to determine if Heidelberg's price is fair and reasonable before awarding a purchase order.

The market research included CNST personnel attending the 65th International Conference on Electron, Ion, and Photon Beam Technology and Nanofabrication at the New Orleans Sheraton, LA, from May 31 to June 3, 2022; internet searches using the phrases “mask writing systems” and “laser mask writer” in September 2022; dialogue with the companies identified in the internet searches in October and November 2022l a Sources Sought Notice that was posted on sam.gov from (October 17, 2022 to November 16, 2022; and a Supplier Scouting services conducted by the NIST Manufacturing Extension Partnership from (October 21, 2022 to November 29, 2022. Part of the sources sought notice included the statement “Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section above that could be viewed as unduly restrictive or contain unnecessary barriers that adversely affect your ability to fully participate and indicate why.
