2. Nature/Description of Action being approved, i.e. sole source, limited competition, establishment of a new source, etc.

This Justification for Other than Full and Open Competition (JOFOC) authorizes and approves the issuance of a sole source, firm-fixed-price purchase order for the training fees for three (3) of the Gang Resistance Education and Training (G.R.E.A.T.) Officer Training courses (GOT) one (1) G.R.E.A.T. Family Training and the recertification of five (5) ATF G.R.E.A.T. instructors from the Memphis Field Division. The Gang Resistance Education and Training (G.R.E.A.T.) is an evidence-based and effective gang and violence prevention program built around school-based, law enforcement officer instructed classroom curricula.

As a founding partner in the program ATF is contractually obligated to use funds provided by the Office of Juvenile Justice and Delinquency Prevention to provide a minimum of two G.R.E.A.T. Officer Training (GOT) training sessions per year. The G.R.E.A.T. Family Component G.R.E.A.T. Families complements the middle and elementary school curricula and is targeted toward parents/guardians and children aged ten (10) to fourteen (14). The primary goal is to strengthen communities by strengthening families. To accomplish this, parents and youths are engaged in cooperative group activities, facilitated group discussions, and skills practice. Families are also given resources they can reference after the training.

The G.R.E.A.T. Officer Training (GOT) and G.R.E.A.T. Family Component Training (GFT) is managed by the Institute for Intergovernmental Research (IIR). The ATF G.R.E.A.T.

Program Office manages ATF G.R.E.A.T. certified instructors nationwide and provides financial support to ATF employees who wish to become certified instructors by paying for their travel, lodging, student fees and other course related fees associated with the GOT.

Certified ATF GREAT instructors implementing the program enables ATF to play a critical role in crime prevention by providing students the life skills needed to avoid delinquent behavior and become law abiding citizens.

The payment for this training will ensure all that ATF abides by its contractual obligation to mailto:James.Huff@atf.gov mailto:Veronica.Morales@atf.gov
