About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document dated 20 May 2026, submitted by the General Services Administration's Office of Program and Project Management for a design-build contract.
GSA seeks to award a firm fixed price design-build contract to Convergint Technologies LLC for the upgrade of existing systems across multiple White House Complex buildings and Joint Base Anacostia-Bolling (JBAB) in Washington, DC. The project addresses planned obsolescence of current systems driven by critical component shortages and regulatory non-compliance. The scope includes eight buildings: Eisenhower Executive Office Building, Winder, 1724 F Street NW, New Executive Office Building, 726 Jackson Place, and three JBAB facilities (Remote Delivery Site Building 410, Vehicle Maintenance Facility Building 411, and RDS/VMF Guardhouse Building 412). The work comprises a phased four-phase methodology: System Design and Validation (35% and 100% design submissions), Procurement (Bill of Materials procurement), Construction and Migration (lab assembly, programming, and field deployment with temporary systems), and Post-Construction Closeout (testing, documentation, training). GSA justifies the sole-source award under 41 U.S.C. 3304(a)(1) as a logical follow-on to Convergint's previously completed 2020-2024 design-build contract. The justification emphasizes Convergint's unique institutional knowledge of system architecture, existing Top Secret Facility Clearance (required for access to restricted areas), Edwards Strategic Partner certification (systems are proprietary Edwards equipment exclusive to certified distributors), and specialized experience navigating White House Complex operational complexities. Market research identified only two Edwards Strategic Partners within 100 miles of Washington, DC, with only Convergint possessing the required active Top Secret clearance. The contracting officer will determine fair and reasonable pricing through proposal cost analysis and comparison to the Independent Government Estimate, with contract award planned and project completion targeted following a Notice To Proceed through Project Closeout period.

The General Services Administration (GSA) is seeking approval for a Design-Build Contract with Convergint Technologies (“Convergint”) to upgrade the existin the White House Complex and in ocated at Joint Base Anacostia-Bolling (JBAB) in Washington, DC. This Only One
Responsible Source justification is to justify a logical follow-on contract to a previously awarded Design- Build Contract for the was awarded to Convergint in 2020 and the project was completed in 2024. The logical follow-on contract referenced under this JOFOC is for additional design-build services. Convergint's existing security clearance and experience within the White House Complex are additional factors in this decision. The anticipated cost of the firm fixed price construction contract is . The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), “the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.”

4. Identification of the Statutory Authority permitting other than full and open competition
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.103 (a) (GSA Class Deviation RFO-2025-06) Only one responsible source and no other supplies or services will satisfy agency requirements. Which states that “(a) When Noncompetitive Procedures May Be Used. -An executive agency may use procedures other than competitive procedures only when- (1) the property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency.”
5. Demonstration that the Proposed Contractor’s unique qualifications or the nature of the acquisition requires the use of the authorities cited
Below are the key points demonstrating that the proposed contractor’s (Convergint) unique qualifications and the nature of this acquisition necessitate the use of the authority cited in the paragraph above:
Logical Follow-On and Unique Prior System Knowledge
The justification for utilizing Convergint is fundamentally rooted in the acquisition being a direct and necessary logical follow-on to the recently complete which was awarded to Convergint in 2020 and completed in 2024. The Period of Performance for the initial contract was extended through the first quarter of 2024 to ensure the completion of all project closeout requirements, including the necessary finalization and submission of all testing reports, as-builts, and punchlist items for AHJ review and approval. This current acquisition was initiated by the
The core justification is the essential technical and operational link between the two acquisitions, as the current scope is critically integrated, requiring the upgrade of both the existing across the White House Complex; the systems are interdependent, meaning that upgrading one system's headend directly impacts the operational status of the other.
As the contractor that most recently designed and installed the new , Convergint possesses unique and irreplaceable institutional knowledge of the system’s architecture, programming, and physical integration with the existing .
This deep understanding stems from their continuous involvement with the and the original installation of the that require upgrading. This includes detailed knowledge of the programming rules, logic sequences, and device descriptors, which are critical for translating the
. Convergint's personnel already hold the necessary Top Secret (TS) clearances for access to highly restricted areas, including the and other classified spaces within the . This makes them the only responsible source capable of ensuring the continuous operational integrity and regulatory compliance of both interconnected life-safety systems during the mandated conversion.
Mitigating Technical and Operational Risk
Convergint’s role as the provides GSA with non-transferable knowledge crucial for mitigating technical risks and avoiding costly rework. The current the contractor to maintain system integrity, code compliance, and continuity of life-safety operations through a
. Because the relies on the underlying for activation and messaging capability, the original installer (Convergint) is the only entity with the deep, proprietary understanding of how the was custom-programmed to integrate with the existing infrastructure under the previous contract.
Engaging a new contractor would necessitate them reverse-engineering this non-transferable technical and functional integration, leading to a high risk of technical incompatibility, unforeseen delays, and a potential loss of critical life-safety functionality during the cutover. Utilizing Convergint as the logical follow-

on ensures a seamless transition and minimizes disruption to a mission-critical national security and life-safety system.
Furthermore, Convergint possesses specialized experience in navigating the complex White House environment. The foundational itself was subject to unique operational challenges, including stop-work orders, an unclear/shifting scope of work, denial of access, and difficulties securing access and decisive direction from end-users. Convergint successfully navigated these project-specific complexities over multiple Period of Performance (POP) extensions through early 2024. This recent, specialized experience in managing the difficult stakeholder and physical environment is non-transferable and directly minimizes the risk of substantial cost escalation and delays for this mission-critical follow-on project.
Cost and Schedule Efficiency
Selecting Convergint as the logical follow-on contractor for this critical infrastructure upgrade provides GSA with a direct and tangible benefit: significant cost and schedule savings. A new contractor would face a considerable learning curve, requiring them to independently acquire the extensive, site-specific knowledge, navigate the challenging White House Complex environment, and secure high-level security clearances, all of which Convergint already possesses due to their decade-plus history of successfully delivering highly sensitive and classified projects within the complex. Convergint's pre-existing familiarity with the complex's unique operational demands and stringent security protocols will directly streamline project execution, minimize unforeseen challenges common to Top Secret construction projects, and substantially reduce overall expenditures and project timelines for the government. This efficiency is paramount for a mission critical project where delays or errors in life-safety systems are unacceptable.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable This specific requirement is an exception necessitated by unique circumstances and mission-critical operational implications, and is further justified under the exceptions for a logical follow-on contract and only one responsible source. This does not impact GSA’s commitment to full and open competition, which remains a cornerstone of federal procurement, ensuring fairness and best value.
The unique circumstances are driven by the urgent need to upgrade the across eighteen (18) buildings in the
White House Complex and at Joint Base Anacostia-Bolling (JBAB). This project is essential due to the manufacturer's formal announcement in 2022 of the planned obsolescence of the because of critical component shortages. A proactive migration strategy is mandated to maintain system integrity, code compliance, and continuity of life-safety operations at one of the nation's most sensitive facilities.
GSA remains firmly committed to the principles of full and open competition for all future acquisitions.
This particular instance, driven by the highly specialized life-safety requirements, is a necessary exception.
The agency will continue to prioritize and implement full and open competition whenever the requirements allow and it serves the best interests of the government and taxpayers.
7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.
The contracting officer determines that the anticipated contract cost will be fair and reasonable via negotiations that will be supported by proposal cost analysis from technical subject matter experts and estimators, and a comparison of the proposal to the original Independent Government Estimate.
8. Description of the market research conducted
Contract Requirement (1) - Use of Proprietary Brand Name System Exclusive to One Manufacturer:
FOR OFFICIAL USE ONLY
● are proprietary systems registered to Edwards, which is a part of Carrier.
The use of this proprietary brand-name system, which is exclusive to one manufacturer (Edwards), is essential to fulfill the Government’s requirements for the
● Edwards only works with a select network of qualified distributors (i.e. Edwards Strategic Partners (SP)) certified to install, program and maintain Edwards' systems. Each partner is hand-picked from among the most qualified Engineered Systems Distributors. Before becoming a Strategic Partner, candidates must complete rigorous training requirements and demonstrate, among other criteria, high levels of technical competence, quality control, and financial security.
Contract Requirement (2) - The chosen offeror shall be required to have an active Top Secret (TS) Facility Clearance Level (FCL):
● The contractor must possess an active Top Secret (TS) Facility Clearance (FCL).
Market research determined that there are two (2) Edwards Strategic Partners within 100+ miles from Washington, DC: 1) Convergint Technologies LLC (Convergint) and 2) Ark Systems Inc.. Out of these two
(2) vendors, only one (1) of them has an active Top Secret Facility Clearance Level (FCL): Convergint.
Please see attachments B and C for further reference.
Recommendation Based on Market Research:
Based on this market research, the project team has determined that an Other Than Full and Open Competition is the most appropriate procurement method. This will be executed via a stand-alone contract with only one responsible source, establishing the basis for the intended logical follow-on contract.
Therefore, the project team recommends Convergint as the sole source for this critical procurement action.
The project team's in-depth assessment of contractor capabilities and market conditions consistently indicated an extremely limited availability of firms truly capable of meeting the stringent life-safety and security protocols, operational intricacies, and high-level clearance requirements of such a project.
This scarcity renders a traditional competitive solicitation impractical, inefficient, and potentially detrimental to the continuity of critical government operations.
9. Any other facts supporting the use of other than full and open competition
Convergint is the only responsible source whose capabilities address the dual technical and security complexity of this project without unacceptable risk or delay. The firm possesses unparalleled, site-specific institutional knowledge essential for a risk-free transition, primarily gained through its multi-year history on the campus, including the original in highly restricted areas, .
This incumbent knowledge is irreplaceable, as it includes possession of the proprietary system

10. Statement of the actions, if any, the agency may take to remove or overcome any barriers to competition
This specific requirement, while addressing a unique and sensitive project need, does not in any way diminish or impact GSA’s overarching ability and commitment to conduct future acquisitions using full and open competition. Full and open competition is a cornerstone of federal procurement, designed to ensure fairness, transparency, and the best value for the government by allowing all responsible sources to compete. The agency, in all cases and for the vast majority of its contracting actions, actively seeks to conduct acquisitions using this principle. This particular instance, driven by the highly specialized requirements and unique operational complexity we've discussed, is an exception necessitated by the unique circumstances and the lack of comparable alternatives through standard competitive vehicles.
However, it is not indicative of a shift away from GSA's fundamental approach. The agency remains firmly committed to the principles of full and open competition and will continue to prioritize and implement this method for future acquisitions whenever the requirements allow and it serves the best interests of the government and taxpayers.
