About this file
This justification document approves a sole source contract award to Howard University Hospital for emergency medical services provided to inmates in residential reentry centers or home confinement in Washington, D.C. from an unknown start date through July 28, 2021. The Federal Bureau of Prisons required emergency medical care for various inmates on an as-needed basis, for a total value of $360,565.34. Sole source authority under 41 U.S.C 1901 and FAR 13.5 was used because Howard University Hospital, as the closest local hospital, was uniquely qualified to provide the necessary emergency medical resources. No market research or solicitation of additional offers was possible given the urgent nature of the needed care. The contracting officer determined the price to be fair and reasonable based on historical data. No barriers to future competition were identified given the unpredictable nature of emergency services required.
