About this file
This document is a Justification for Other Than Full and Open Competition (JOFOC) for a lease renewal by the U.S. General Services Administration (GSA) Region 06 Leasing. The document covers a lease renewal for office space located at 1717 AVENUE H in Omaha, NE, currently leasing 64,549.00 rentable square feet under lease number LNE40007. The current lease expires on October 10, 2025, and the agency is seeking to negotiate a lease renewal option without full and open competition.
The justification cites organizational, financial, and logistical uncertainties as reasons for sole-source procurement, specifically noting delays in planning for potential relocation to other federally controlled spaces. Market research conducted on December 18, 2024, using Costar confirmed rental rates are within current market ranges. The lease contracting officer certifies that remaining at the current location under a renewal option avoids holdover complications and allows government operations to continue without disruption. The document indicates the lease renewal is in the government's best interest, with the anticipated rental rates deemed fair and reasonable by the GSA Lease Contracting Officer.
