DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:___VA-22-00003941__
1. Contracting Activity: Department of Veterans Affairs, VISN 8, Bay Pines VA Medical Center
Transaction # 516-22-1-5105-0002
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
Provide softened water to prevent scale build up all three facility (3) kitchens dish, Pot & Pan & Cart washers and dishes used by patients eat their meals. Estimated amount for all equipment and salt delivery for all 3 kitchens annually is $26,959.00
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Sayler’s Suncoast is the sole provider for the proprietary software, replacement parts, and maintenance service on all the softening units located on the C. W. Bill Young VA Medical Center campus. Removing the water piping and replacing these units will cause major disruptions in food preparation and negatively impact the feeding and care of the Medical Center and Community Living Center for Veterans and patients.
4. Description of market research conducted and results or statement why it was not conducted:
Unless the manufacturer chooses to license its equipment diagnosis software and authorize local service providers to support this established base of systems sometime in the future, the only alternative that may be available to us is to replace the existing Sayler Suncoast and system with a more generic or open source brand that may have a wider installed base and which does not have proprietary software. However, considerations other than sole source must be considered when contemplating replacement.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
