About this file

This document is a Single Source Justification form used by the Department of State to limit competition under Simplified Acquisition Procedures for procurements not exceeding the simplified acquisition threshold.

The procurement involves the purchase of 5.11 brand Tactical Pants, Jackets, and Packable Jackets for LGF (Legal/General Facility) members at the Overseas Post Baghdad, under Purchase Request PR16090340. The requiring activity is Erbil-RSO-LGF. The justification cites two statutory authorities for the single-source award: brand-name and compatibility with existing inventory. The 5.11 brand has served as the standard and official uniform provider for the past twelve years and remains the only brand compatible with current warehouse stock. The procuring activity asserts that switching suppliers would create inconsistencies in quality, design, and appearance, compromise operational cohesion, reduce professional presentation, and waste existing inventory investments. The 5.11 products are noted as meeting durability, comfort, safety, and performance standards required for daily operational requirements, with an extended service life and minimal replacement frequency. The Contracting Officer certifies that the anticipated cost to the Government is fair and reasonable. The document was signed by Rubi Stewart (Requirements Cognizance) on August 10, 2026, and by Kimberly A Keck (Contracting Officer) on August 13, 2026.

☐ Office of Foreign Missions

☐ U.S. Mission to the United Nations ☒ Overseas Post Baghdad

Requiring Activity Erbil-RSO-LGF

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Brand name justification for the purchase of 5.11 brand Tactical Pants, Jackets and Packable jackets for LGF members.

PR16090340 - Erbil-RSO-LGF- Tactical Pants, Jackets, and Packable Jackets

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requested items –Tactical Pants, Jackets and Packable jackets are being procured exclusively from the

5.11 brand. This brand has been our standard and official uniform provider for the past twelve (12) years, and it continues to serve as the established uniform for our personnel.

Maintaining uniformity is essential for professional appearance, operational efficiency, and organizational identity. Since we already have existing stock of 5.11 uniforms in our warehouse, switching to another brand would result in inconsistencies in quality, design, and appearance. Mixing different brands would compromise the standardized look of our team and negatively impact both operational cohesion and corporate image.

Additionally, 5.11 uniforms and gear are proven to meet the durability, comfort, and performance standards required for our daily operations. Any deviation from the current supplier would not only disrupt uniformity but also potentially lower the quality and reliability of the item provided to our personnel.

For these reasons, procurement of Tactical Pants, Jackets and Packable jackets from the 5.11 brand is necessary to maintain uniform standardization, compatibility with existing inventory, and continuity of the organization's established uniform program

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

https://www.acquisition.gov/far/part-13#FAR_13_106_1

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

☒ Brand-name

☒ Other, Compatibility – Items have already been vetted and selected by the DS Foreign Security Training

Center and are issued to DS Agents and security participants worldwide.

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

The 5.11 brand has been our official uniform standard for the past twelve (12) years and remains the only brand compatible with our current warehouse stock of uniforms and gear. Continuity of brand is critical to maintain uniformity in appearance, operational cohesion, and organizational identity. Introducing another brand would create visible inconsistencies, reduce professional presentation, and undermine the standardized image of our personnel.

In addition to maintaining continuity and standardization, the specific features of the 5.11 Tactical Pants, Jackets, and Packable Jackets make them uniquely suited to our operational requirements. These products have demonstrated exceptional durability and resilience in demanding operational environments, providing reliable performance and an extended service life during daily guard duties. Their proven quality and consistent performance support the organization's operational needs while minimizing replacement frequency and lifecycle costs.

The 5.11 products consistently meet the durability, safety, and performance standards required for daily operations. Other brands, even if available in the market, would not integrate with existing stock and would result in a loss of resources already invested in 5.11 uniforms. Awarding this procurement to 5.11 ensures compatibility with current issued gear, prevents waste of existing inventory, and guarantees the continuation of reliable, high-performance uniforms and equipment.

For these reasons, we are requesting approval to proceed with the procurement of Tactical Pants, Jackets and Packable jackets from the 5.11 brand.
