About this file

This is a Justification for Other Than Full and Open Competition (JOFOC) document submitted by the Internal Revenue Service (IRS) Criminal Investigation (CI) division for a sensitive law enforcement acquisition.

The IRS CI Special Investigative Techniques (SIT) unit, supported by the National Backstopping Unit (NBU), seeks to renew a contract with LexisNexis Special Services Inc. (LNSSI) located at 1775 Greensboro Station Drive, Suite 425E, McLean, VA 22102. The total contract value is $5,431,748.85 for a base year plus four one-year option periods. The performance schedule runs from September 30, 2026 through September 29, 2031, with the current contract expiring on September 29, 2026. The acquisition is justified under 41 U.S.C. § 3304(a)(1) (FAR 6.302-1) as an only one responsible source acquisition based on LNSSI's unique qualifications and the proprietary nature of the product provided. The document emphasizes that this is a highly sensitive law enforcement acquisition that will not be publicized, advertised, discussed, or disclosed due to national security and agent safety concerns. Award will be made without solicitation, advertisement, or publication. The Contracting Officer will determine price fairness and reasonableness through previous award analysis, price analysis techniques, and commercial catalog price comparisons. The Bureau Competition Advocate has approved the JOFOC, and the acquisition does not result from lack of planning or fund expiration.
