About this file

This is a Single Source Justification document for a procurement not exceeding the simplified acquisition threshold under FAR 13.106-1(b)(1). The Department of State's Overseas Post Lahore, Pakistan is seeking approval to award a sole-source contract to Tahzib Engineering Services for engineering and construction services to replace all cooling tower interior piping, including all buried underground piping at the U.S. Consulate in Lahore.

The comprehensive scope of work includes complete removal and replacement of all interior cooling tower piping, removal and replacement of all buried underground piping, replacement of all associated valves, fittings and accessories, and repair of all wall penetrations. The Independent Government Cost Estimate (IGCE) for this work is between $35,000 and $40,000, with $40,000 in MCI funding received by the post to execute the project. The justification for sole-source procurement is based on urgency, as Tahzib Engineering is currently engaged under existing Contract No. 19PK5025C7000 for related cooling tower and AHU replacement work. Their ongoing on-site presence and successful fulfillment of technical and documentation requirements make them the most suitable contractor to execute this work. The work is intended to restore HVAC system functionality and improve environmental conditions within the building. The Contracting Officer has determined the anticipated cost to the Government is fair and reasonable.
