Justification for Other Than Full and Open Competition

The Federal Bureau of Prisons (BOP) seeks to procure 6 Dexis sensors for the United States Penitentiary located in Jonesville, Virginia, with an estimated value of $35,500.00. The procurement is justified under FAR 6.302-1(a)(2)(ii) and FAR 52.211-6, authorizing limited competition for follow-on contracts for highly specialized equipment. The sensors must pair with existing X-ray devices currently installed at USP Lee, and market research determined that Dexis is the only available brand capable of integration without requiring replacement of all X-ray devices, which would incur substantial additional costs.

The justification identifies Henry Schein and Darby as sources that expressed written interest in the acquisition. The Contracting Officer, Jason Shuler, certified the justification on April 29, 2026, and determined the anticipated cost to the Government will be fair and reasonable. USP Lee committed to monitoring alternative sensor and X-ray device options in the future to enable greater integration and potentially reduce barriers to competition in subsequent acquisitions. The document confirms that solicitation from multiple sources is impractical due to the technical requirement for brand-specific compatibility.
