About this file

This document is a Justification for Other Than Full and Open Competition (JOFOC) for the purchase of a Markforged FX-20 Continuous Filament Fabrication 3D Printer Bundle. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to award a sole-source, firm-fixed-price contract to TPM of Charlotte LLC, a small business, for the $332,491.67 purchase. The FX-20 printer is required to integrate with ATF's existing EIGER software and fabricate items used in undercover and technical operations. The justification cites the unique capabilities of the Markforged printer, including its ability to use carbon fiber and ULTEM filament, and the need for continuity with ATF's current CAD file processes. The contract will be awarded by August 8, 2024, with delivery required within 90 days.

5. A statement demonstrating the unique qualifications of the proposed contractor or the nature of the action requiring use of the authority.

ATF currently owns and uses EIGER software on our current 3D printers. Markforged FX-20 Continuous Filament Fabrication 3D Printer uses EIGER software. The use of the same design software is required for the merging and modification of existing CAD files. This is the only large format 3D device that can integrate with our existing system

6. Certifications.

Market Research was conducted via internet searches, trade shows, visiting other 3D printing vendors vendor manufacturing facilities, and discussion with fabrication technicians. A tour and demonstration of the Markforged FX20 printer has demonstrated its unique capabilities. The product was also demonstrated at Trades shows such as FabTech. The ability to use Carbon fiber inlay in conjunction with ULTEM filament can product ridged products than are not offer by other vendors.

The printer does not require additional post processing. This is a technique not offered in other 3D printers using the same software. The use of the same CAM Slicing software (EIGER) is required for continuity and production requirements.
