NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA)

NASA INFORMATION TECHNOLOGY PROCUREMENT OFFICE (ITPO)

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

For the Enterprise Applications Service Technologies (EAST) 2 Contract, NNX16MB01C

1. Federal Acquisition Regulation (FAR) 6.303-1(b)(1) Identification of the agencyand for other than full and open

This document is a justification for other than full and open competition (JOFOC) prepared by National Aeronautics and Space Administration (NASA) Information Technology Procurement Officer (ITPO), Enterprise Division.

The procuring agency is NASA and the contracting activity is the ITPO.

2. FAR 6.303-2(b)(2) The nature and/or description of the action being approved:

This justification provides the rationale for contracting by other than full and open competition in order for the Agency to extend the period of performance (PoP) and increase the total maximum value (ceiling) on the Enterprise Applications Service Technologies (EAST) 2 contract, NNX16MB01C. Specifically, this proposed action will increase the EAST 2 contract ceiling by $150 Million (M), award a 12-month contract extension through June 30, 2024, and include pricing for FAR Clause 52.217-8 (Option to Extend Services) as an option to extend the contract (PoP) for an additional six months. To accomplish these actions, the ITPO anticipates awarding a sole source contract modification to the EAST 2 prime contractor, Science Applications International Corporation (SAIC).

The current PoP for the EAST 2 contract is July 1, 2016, through June 30, 2023. This extension will serve as a bridge action to enable SAIC to provide continuous services under the EAST 2 contract until such work can be transitioned to the follow-on contract, the NASA Consolidated Applications and Platform Services (NCAPS) contract, as described in paragraph 3 below.

3. FAR 6.303-2(b)(3) A description of the supplies or services required, to meet the ed value):

The EAST 2 contract is a Hybrid Firm-Fixed Price (FFP) and Cost-Plus Performance Fee Core and Indefinite Delivery, Indefinite Quantity (IDIQ) contract with the ability to award Cost Plus Performance Fee and FFP Task Orders (TOs). The NASA FAR Supplement (NFS) requires use of EAST 2 as a mandatory Agency-wide contract, which provides all services

Web Services Office (WSO), the Agency Applications Office (AAO), and Center-specific services supporting Center Applications. This proposed action increases the current estimated maximum value of the EAST 2 contract, in order to support sustainment of current requirements, and provide a contractual vehicle for NASA Centers and requiring organizations to extend current work and allow for any upcoming transition applications.

The WSO serves as a broker, assisting NASA customers to obtain needed cloud-based Web Services in the areas of Infrastructure as a Service (IaaS), Platform as a Service (PaaS), and

Software as a Service (SaaS). WSO includes a variety of on-demand SaaS solutions utilizing Web-based content management systems, blog publishing, wiki-based collaboration and content management, Web-based knowledge management systems, application and information architecture, and Web technology services.

The AAO provides services to operate, maintain, and enhance key business and mission-supporting platforms, applications, and infrastructure used across the Agency. AAO refers to both Enterprise and Center-specific applications under EAST 2. The Lines of Business supported by the AAO include Enterprise applications, Center-specific applications, and Cross Functional Infrastructure Services, which include but are not limited to:

Enterprise Applications:

Financial (FIN) Human Capital and Workforce (HCW) Identity, Credential, and Access Management (ICAM) Strategic Infrastructure (SI)/Real Property Management (RPM) Office of Education (OE) Procurement (PROC) Product Lifecycle Management (PLM)

Center-Specific Applications:

MSFC Center Applications (MSFC-CA)

Cross-Functional Infrastructure Services:

Business Intelligence (BI) Enterprise Platform Services (EPS)/Center for Internal Mobile Internal Support Systems (ISS)

In January 2016, NASA awarded the EAST 2 contract to SAIC for an original total PoP of eight years, from July 1, 2016, through June 30, 2024. In November 2021, the contract ceiling was increased by $225M from $485M to $710M via a contract modification. This increase was supported by a JOFOC, which was approved in August 2021. In addition to this ceiling increase, Award Term Option 3 was removed, thus revising the end date of the EAST 2 contract to June 30, 2023.

The current EAST 2 contract value is $601M and as of December 2022, $109M of this value remains available. The NASA Centers to transition their services to the EAST 2 contract in fiscal year (FY)23 and FY24 are J (JSC), Communications, Outreach, Multimedia, and Information Technology (COMIT) contract (transition date of May 1, 2023); K (KSC), Kennedy Infrastructure Applications & Communications (KAIC) contract (transition date of September 1, 2023); NASA Shared Service (NSSC), NSSC Nex Gen contract (transition date of October 1, 2023); (HQ), Headquarters Information Technology Support Services (HITSS III) contract (transition date of April 1, 2024);

Ames Ames) Ames Consolidated Information Technology Services (ACITS) 4 contract (transition date of May 1, 2024); and Glenn Research C (GRC) Professional, Administrative, Computational, and Engineering contract (PACE V) (transition date of June 1, 2024).

NASA has released a Draft Request for Proposal for the NCAPS contract (follow-on to EAST 2 contract), with an estimated award date no later than March 2024. The acquisition strategy for NCAPS was delayed from September 2022 through December 2022, while NASA and the Small Business Administration addressed issues. Due to this delay in finalizing the NCAPS acquisition strategy, the ITPO has the need to extend the current EAST 2 contract for an additional 12 months (July 1, 2023 through June 30, 2024) to allow sufficient time for the NCAPS competition, selection, phase-in to occur, and to prevent any work stoppage during the transition. Additionally, this extension will allow the Center contracts described above to continue transitioning their application IT services work from expiring contracts, without experiencing any gaps in services provided, until the NCAPS contract is awarded.

The revised EAST 2 PoP schedule is as follows:

Base Period 7/1/2016 to 6/30/2018 Option 1 7/1/2018 to 6/30/2020 Option 2 7/1/2020 to 6/30/2021 Award Term Option 1 7/1/2021 to 6/30/2022 Award Term Option 2 7/1/2022 to 6/30/2023 Contract Extension 7/1/2023 to 6/30/2024

To support ongoing and additional efforts as existing services transition to the EAST 2 contract, this proposed action will extend the contract for an additional 12-month period and correspondingly increase the estimated contract value by approximately $150M (from $710M to $860M). Specifically, the ceiling increase will allow EAST 2 to sustain the current level of provided services (December 2022 through June 2023) and provide adequate contract ceiling amounts for the 12-month extension (July 2023 through June 2024), as well as a six-month option to extend (July 2023 through December 2024) if needed. This proposed action also will ensure adequate contract ceiling for extending the current AAO work for Government-Invoicing and Lease Accounting, and the upcoming Fiscal Year 2024 AAO requirement for Modernization. Additionally, this action will ensure adequate contract ceiling is in place for the upcoming Center work that will transition to the EAST 2 contract as described above, including the following contracts: COMIT, KAIC, NSSC Nex Gen, HITTS III, ACITS 4, and PACE V.

4. FAR 6.303-2(b)(4) An identification of the statutory authority permitting other than full and open competition:

The statutory authority permitting other than full and open competition is 10 U.S.C.

2304(c)(1), as implemented by FAR 6.302-1,

5. FAR 6.303-2(b)(5) nique qualifications or the nature of the acquisition requires use of the authority cited:

The rationale supporting the use of 10 U.S.C. 2304(c)(1) is that the property or services needed by the Agency are available from only one responsible source and no other type of property or services will satisfy the needs of the Agency, as described below.

It is in the best interests of the Agency to issue a sole-source modification to the current EAST 2 contract, NNX16MB01C. New TOs have increased the in-scope work effort for the current contract and NASA requiring Centers and organizations expected to migrate applications work under new EAST 2 TOs necessitate an increase in the IDIQ ceiling as described in Section 3 above.

Failure to increase the total EAST 2 contract ceiling would result in the disruption of critical Agency requirements, which will continue to be performed under the EAST 2 contract. This contract provides critical application delivery services that Agency mission and mission support personnel rely on to execute their duties to achieve agency key objectives. The EAST 2 contract provides skillsets that manage the Integrated Collaborative Environment suite of applications, including Product Lifecycle Management, used by Human Exploration and Operations (HEO) programs and projects across the Agency. These skillsets support programs critical to Agency mission objectives including the Space Launch System (SLS), Enterprise Ground Systems (EGS), and Multi-Purpose Crew Vehicle (MPCV). Critical mission activities, including the International Space Station (ISS) and Extra-Vehicular Activities (EVA), are dependent on these applications being operational. Any gap or impact to these contractor-provided services would cause significant disruption to Agency mission activities, cause significant delays in mission schedules, impact program budgets, increase risk to critical enterprise services, and impose long-term damage to multiple programs across multiple domains, and potentially adversely impacts Agency relationships with its external partners. Also, critical Agency missions would be impacted by delays created by time- consuming manual efforts to establish real estate agreements with external partners that leverage NASA facilities to execute mission critical work, such as facilities required for launch capabilities.

SAIC has provided excellent and reliable service as the EAST 2 prime contractor since 2016. The contractor possesses the institutional knowledge to provide uninterrupted and seamless support to NASA until the NCAPS contract award is in place. SAIC has developed its capabilities during the course of performing under the current contract. Even under the best conditions, no other firm would be able to rapidly acquire the knowledge and experience necessary to provide continued and timely services to support the WSO and AAO with services to operate, maintain, and enhance key business and mission-supporting platforms, applications, and infrastructure used across the Agency.

The Contracting Officer (CO) has determined that the only way to ensure these critical services remain uninterrupted is to obtain support for the EAST 2 requirement with SAIC.

6. FAR 6.303-2(b)(6) A description of the efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies:

A notice to the Government Point of Entry (GPE) website (SAM.gov) was published on January 24, 2023, in accordance with FAR Subpart 5.2, for 15 days. This posting informed potential sources of

-source modification to SAIC. The results of this synopsis are summarized in Section 10 below.

7. FAR 6.303-2(b)(7) A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable:

icates a determination that the anticipated cost to the government will be fair and reasonable. The Contractor shall be required to submit a proposal to be evaluated and negotiated by the government. Prior to execution of a modification to the EAST 2 contract, a proposal analysis will be performed to ensure that the final agreed-to price for the modification is fair and reasonable.

As NASA has historical contract information from the EAST 2 contract with SAIC for services and supplies, there are no anticipated issues that would circumvent a fair and reasonableness price determination. The CO will determine price reasonableness during the proposal evaluation process in accordance with FAR 15.4 prior to modification award.

8. FAR 6.303-2(b)(8) Description of the market research conducted, and the results, or a statement of the reasons market research was not conducted:

The EAST 2 total contract ceiling needs to increase to ensure adequate contract value is available to continue all work efforts through the remainder of Award Term Option 2, a 12-month contract extension for Contract Year 8, and an additional six-month option period, if needed.

An informal analysis of prices and an examination of the IT services market indicates that the estimated price increases resulting from this JOFOC are more competitive than prices available in the Open market. Also, a Wage Determination under the Service Contract Act will have little cost impact since approximately 2% of employees either from SAIC or its subcontractor(s) are non-exempt. An examination of the Open market indicates that the price was determined fair and reasonable at the time of original contract award, and the

Market research was performed to determine capability of the Open market and whether any alternative contracts were feasible. EAST 2 is the only enterprise application development support services contract for NASA. None of the Center IT contracts were written to support the requirements of the entire Agency in terms of scope or value.

The PoP on the EAST 2 contract will end on June 30, 2023. The work under EAST 2 then will transition to the NCAPS contract. However, NCAPS will not be awarded in time to transition work from EAST 2 before the EAST 2 contract expires. The government reviewed other NASA IT contracts for similar services to determine if some or all of the requirements could be met by current contracts. Multiple NASA contracts were reviewed as part of this review, and it was determined that these contracts were not able to absorb some or all of the EAST 2 requirements.

SAIC is the only source that can provide these services to NASA within the next 18 months. Since it will take up to 12 months to award the NCAPS contract and transition work from EAST 2 to NCAPS, SAIC is the only source that is capable of providing the services needed for this requirement through June 2024. Increasing the maximum contract value and extending the PoP on is the most advantageous to the Government, price, schedule, and other factors considered.

9. FAR 6.303-2(b)(9) Any other facts supporting the use of other than full and open competition:

Not applicable

10. FAR 6.303-2(b)(10) A listing of the sources, if any, that expressed an interest in writing in the acquisition:

On January 24, 2023, a notice of intent to award this sole-source action was synopsized on the GPE website (SAM.gov) for 15 days (See Section 6 above). There were no responses received. SAIC is the only firm that can provide all of the required services to NASA within seven months without interruption while NASA works through the EAST-2 re-competition process.

11. FAR 6.303-2(b)(11) A statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required:

There are no barriers restricting competition for follow-on requirements for applications program requirements discussed in this document. The NCAPS Draft Request for Proposal (RFP) was released on January 17, 2023, Industry Day conducted on January 24, 2023. Competition and selection activities are estimated for the timeframe of March 2023 through March 2024.
