1. Nature and/or description of the action being approved.
a. Acquisition purpose and objectives.
The objective of this contract is to obtain Contractor product support (Software and Hardware) and training to assist the NRC Technical Training Center (TTC) simulator support staff in maintaining its simulators.
b. Project background.
The NRC uses GSE Performance Solutions proprietary software and hardware at the TTC. The NRC is required to ensure that agency staff is qualified to conduct essential NRC missions such as operating reactor rulemaking, licensing, oversight, and incident response. The Reactor Technology Training Branch (RTTB) provides a variety of technical training courses related to reactor design and operations for agency staff to develop knowledge and skills needed to better accomplish the agency’s mission. Several technical training courses utilize nuclear power plant control room simulators which include Westinghouse (W), General Electric (GE), Combustion Engineering (CE), Babcock & Wilcox (B&W) and Westinghouse AP1000 (AP1000) designs at the NRC TTC in Chattanooga, TN.
A simulator is a software product that models a nuclear power plant including the fuel, reactor containment systems, containment system as well as all systems that can be operated/monitored from a control room. The TTC simulators communicate with physical components (i.e. switches, meters, recorders, and annunciators) via an ethernet Input/Output (I/O) system. The physical components are mounted on panels which form the interface between instructors/students and the simulated nuclear power plant. The AP1000, BWR Severe Accident Simulator, and CE Severe Accident Simulators are interfaced with graphical components and the instructors/students can manipulate these “soft panels” to interact with the simulator.
In the future, the NRC may acquire, but not limited to, new simulation products/technology such as an advanced reactor simulator, digital controls/HMIs and/or classroom/full-scope glass panel user interface.
The NRC TTC simulators are comprised of software and hardware products that were procured from utilities/simulator vendors. These products have been maintained by NRC simulator support staff and upgraded by simulator vendors through various contracts over the life of the simulation program. The simulator software products that make up a simulator are proprietary tools/information that has been procured by the NRC for use. While most software source code is in possession of the NRC, some applications are maintained and controlled by the Contractor. Also, while the NRC simulator support staff can modify source code, leveraging vendor experience and resources is often desirable from a performance and cost perspective. The simulator program has long contracted with simulator vendors to procure and support products and train simulator support staff on the use and maintenance of these products.

The scope of work includes software support, hardware support, and training for GSE Performance Solutions Inc. products installed on the NRC TTC simulators. The scope of work also includes support for “legacy” software and hardware that exist on the NRC TTC simulators. The term “legacy” refers to originally delivered software (i.e. system models, logic, interface routines) and hardware that is not supported by other vendors.

3. Identification of the justification rationale.

4. Description of the proposed contractor(s) unique qualifications to provide the required supply or service.
The proposed contractor is the developer/vendor for several products installed on the NRC TTC simulators. Several of the Contractor’s applications are proprietary information, and the source code is maintained by the Contractor. For the NRC to maintain, upgrade and troubleshoot installed products the NRC and the contractor require a contract vehicle for procuring support. The contractor is the only provider for training on the use and maintenance of its installed products.
5. Description of the efforts made by the Contracting Officer (CO) to determine that the cost/price of the contract/order is fair and reasonable consistent with FAR 8.404(d) or 15.406-2.
The Contracting Officer will perform price analysis and will only award a purchase order if he determines the price to be fair and reasonable. The CO will utilize standard commercial pricing information to assist him in making that determination.
6. Description of the market research conducted (see FAR Part 10) and the results, or a statement of the reasons market research was not conducted.
Contractor products installed on NRC TTC simulators are closed source and/or proprietary. The Contractor is the developer and expert on installed products and are best suited to provide maintenance support and training. Application support and updates can only be provided by this Contractor.
