U.S. DEPARTMENT OF COMMERCE

SOLE SOURCE DETERMINATION
FOR AN ORDER OVER THE MICRO-PURCHASE THRESHOLD AND
UP TO THE SIMPLIFIED ACQUISITION THRESHOLD
(AUTHORITY: FAR 6.302-1)
Requisition # NM-AN2120-22-00914
1. Agency and contracting activity. Department of Commerce, NOAA Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) and Office of Marine and Aviation Operations (OMAO) Marine Operations Center – Pacific (MOC-P).
2. Description of supplies or services required to meet agency needs (including the estimated value).
Recondition propulsion motor bearings via re-babbitting and associated machining.
Repaired bearings shall be returned to original condition. Bearings will be installed and into the bearing housing. The total estimate is $15,700.00
Identification of the awardee to be solicited:
Sound Propeller Systems (SPS) 29 E. Marine View Drive Everett, WA 98201 Main PH# 206-392-0021 Cell: 360-981-7852
3. Authority and supporting rationale. The contracting officer has determined the circumstances of the contract action to meet the following statutory exception under FAR
6.3 as supported below:
Only one awardee is capable - FAR 6.302-1(b)(1)(i) – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. SPS is the propulsion motor bearing Original Equipment Manufacturer (OEM) for parts and service in the United States and as such are the sole providers of parts and servicing for the OEM’s systems. SPS possesses unique knowledge and experience with the NOAA Fisheries Survey class of vessels. For the last 25 years, SPS has performed all propeller shafting and related bearing maintenance/repairs on all NOAA T-AGOS, FSV, and hydrographic vessels. The company has familiarity and history with the effected components and has the facilities to complete the required repairs in a timely manner.
If the bearings are not available in a timely manner, the affected ship cannot complete required missions, which will ultimately impact the National Fisheries Service from completing NOAA goals and statutory requirements of the Magnesun Fisheries Act.
4. Market Research.
Research was conducted on the Dynamic Small Business portal using the key words:
Bearing repair and Marine bearings. Five companies were found using the aforementioned key words and SPS was found to be the only company capable of the repairs. The four other companies do not provide marine propulsion bearing repairs. The companies provide industrial bearing repair for facilities and manufacture bearings but do not provide repair services on marine bearings.
**Signatures shall remain on the final page.
