NOAA's Acquisition and Grants Office (AGO) seeks to increase the contract ceiling for AECOM Technical Services LLC's existing IDIQ contract (1305M421DNAAA0016) to provide additional technical professional services supporting the Office of the Chief Administrative Officer's Environmental Compliance and Sustainability Division (ECSD). The modification will increase the overall contract ceiling value to enable NOAA to conduct comprehensive environmental, safety, and occupational health compliance audits at approximately 235 NOAA facilities through the NOAA Environmental Compliance and Safety Assessment System (NECSAS) program. Services required include environmental compliance, safety, and occupational health assessments; NEPA and related support; floodplain and wetlands surveys; hazardous material surveys; environmental site assessments; site characterization, remediation, and restoration services; data management; NOAA Environmental Management System support; building/structural demolition related to environmental site restoration; and sustainability and energy program support. The original five-year ordering period runs from September 30, 2021, through September 29, 2026, with less than one month remaining. The modification will obligate funds via a new task order to be issued on or before September 25, 2026, with performance extending one year beyond the initial contract expiration in accordance with FAR 52.216-22(d). AECOM was selected as the sole source due to unique qualifications including established proficiency with NOAA-specific systems, dedicated core audit team knowledge, and criticality of maintaining program continuity during transition to a new competitive contract anticipated for FY27. A Notice of Intent to Sole Source was published on SAM.gov on August 28, 2026, and two responses were received but deemed non-viable due to lack of capability in multiple task areas. The Government determined the proposed ceiling increase based on historical labor data and established competitive rates from the original 2021 award, which remain consistent with current market rates and provide fair and reasonable pricing.
