About this file
This Justification for Other than Full and Open Competition (JOFOC) authorizes a sole-source purchase of 85 iGUIDE PLANIX R1 360 Degree Camera Systems from Planitar, Inc. for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Fire Investigation and Arson Enforcement Division. The total contract value is $230,724.00, with a performance period from July 31, 2025 to January 31, 2026.
The proprietary camera system will be issued to Special Agents and Certified Fire Investigators to document fire, explosion, and crime scenes using advanced 3D virtual tour and CAD-quality measurement capabilities. The system provides significant improvements over current equipment by allowing simultaneous 360-degree photography and laser measurements with one device, and will also benefit ATF Fire Protection Engineers by providing Lidar data that can be directly imported into computer fire modeling programs, potentially tripling their modeling efficiency.

The iGUIDE PLANIX RI 360 Camera System, made by Planitar Inc., is a proprietary camera and software platform for capturing and delivering immersive 3D virtual tours and CAD quality diagrams. The system would allow ATF Special Agent / Certified Fire Investigators (CFIs) the advanced capability of performing 3D documentation of fire scenes, explosion scenes, and crime scenes. The iGUIDE PLANXI R1 360 Degree Camera System is a combination system that allows users to photograph, and laser measure a scene with one device. The camera creates a 360-degree view of the scene that can digitally render multiple 360 Degree images into a single, interactive 3D view of the fire scene, explosion scene, or crime scene, while at the same time, taking CAD-quality laser measurements of any point within the scene.
ATF CFI’s currently use a Nikon Camera that only captures 2D photographs and fire/explosion/crime scene measurements are manually taken. The only comparable equipment to the iGUIDE PLANIX R1 360 Degree Camera System that ATF currently possesses is the LEICA BLK360 G2 Laser Scanner. The LEICA BLK360 G1 (2 in inventory) and G2 (3 in inventory) Laser Scanners are assigned to the ATF National Response Team and are only deployed during ATF NRT Activations. ATF CFIs in the field currently do not have any 3D scene documentation technology available to them for use in their areas of responsibility.
The LEICA BLK360 G2 Laser Scanners are approximately $24,000 per unit. The current per unit price for the iGUIDE PLANIX R1 360 Degree Camera System is approximately $2,700 per unit. The current quote for 85 units of the iGUIDE PLANIX R1 360 Degree Camera System is $230,724.00. If ATF purchased the 85 units of the current LEICA BLK360 G2 Laser Scanner the cost would be $2,040,000.
The iGUDIE PLANIX R1 360 Degree Camera System would be issued to ATF CFIs for the purposes of documenting the fire, explosion and or crime scenes they respond to within their areas of responsibility.
This all-in-one system would act as a force multiplier by allowing the investigator the capability to simultaneously photograph and measure their scenes with one device. At the conclusion of the scene examination, the investigator would then be able to produce an interactive 3D image of the entire scene along with a CAD quality diagram of the structure. Deployment of this system would expedite the time on scene by reducing the need to manually photograph in 2D and manually measure, while also reducing the risks to the investigator while also mitigating errors in manual measurements or 2D photography.
The Lidar data that is generated by the iGUDIE PLANIX R1 360 Degree Camera System will also be a game changer for our ATF Fire Protection Engineers (FPEs) at the ATF Fire Research Laboratory for computer fire modeling purposes. Currently our ATF FPEs must manually create fire scenes being modeled in the computer fire modeling program using measurements manually obtained by the ATF CFI or FPE in the field. The manual programming via data entry of the fire scene takes countless man hours to create. If our ATF FRL FPEs had access to Lidar measurements from a fire scene that were captured by an ATF CFI using the iGUDIE PLANIX R1 360 Degree Camera System, they would be able to import that data into the computer fire modeling program and automatically create the fire scene saving countless man hours our FPEs would be spending to manually program the model. Our FPE’s typically can only work on a few fire models at a time due to the significant amount of man hours currently needed using manual measurements. Having the Lidar data from the iGUDIE PLANIX R1 360 Degree Camera System would allow our FPEs the capability of doing three times the number of fire models they currently could do at the FRL.
Connectivity/System Control:
The iGUIDE PLANIX R1 360 Degree Camera System would connect to the ATF CFI’s government issued iPhone by creating a Wi-Fi access point. The iGUIDE PLANIX R1 would then connect to the iPhone using the iGUIDE PLANIX iPhone App or though the Planitar web app in a browser over Wi-Fi. The data captured by the iGUIDE PLANIX R1 would then be stored on the ATF CFIs iPhone.
The current quote from Planitar Inc. includes a controller for each iGUIDE PLANIX RI 360 Degree Camera System that allows for direct connection to the device along with greater storage capacity of the data being captured by the system.
Once the data is collected, the iGUIDE PLANIX R1 360 Degree Camera System data would be manually uploaded by the ATF CFI to the Planitar, Inc. web-based server located in the United States for automatic 3D rendering. The agent maintains complete control of the data, and is never turned over to Planitar, Inc for manual human rendering. The web-based software also allows the end user to create their own finished products without compromising the chain of custody of the collected data. Other camera systems require the user to turn over the “raw data” to the company, to create a finished product.
