About this file

This is a Justification for Other than Full and Open Competition document submitted by the Department of Veterans Affairs Office of Inspector General for a single-source procurement of Cellebrite training and certifications.

The VA OIG's Cyber Investigations and Technical Operations Division (CITOD) seeks to procure Cellebrite software and hardware training for 21 Digital First Responders and CITOD personnel. The procurement includes two certification tracks: Cellebrite Certified Operator (CCO) for Digital First Responders and CITOD personnel, and Cellebrite Certified Physical Analyst (CCPA) for 51E Personnel only. The justification asserts that Cellebrite is the only vendor capable of meeting the agency's requirements, as it is the historical industry standard for mobile device forensics at VA OIG and among law enforcement partners. Market research was conducted by the end user for software with similar capabilities, and the findings indicate that no other forensic suite offers equivalent capability, functionality, and seamless integration with existing forensic tools. The agency plans to continue reviewing the marketplace to facilitate maximum practical competition in future acquisitions. The procurement is justified under FAR 6.302-1(c) (Only One Responsible Source and no Other Supplies or Services will Satisfy Agency Requirements). The justification was certified by Jason Kravetz, Senior Special Agent at VA OIG, CITOD, on April 10, 2026, and approved by the Contracting Officer on May 21, 2026. The estimated price is not specified in the document.
