About this file
This is a Justification and Approval (J&A) document for other than full and open competition for a sole source contract with Cablevision Systems Corporation (DBA Optimum) to provide analog cable television services to the Northport VA Medical Center in Northport, New York.
The Department of Veterans Affairs, VISN 2, seeks analog cable TV service for 356 units at the main campus and associated Community-Based Outpatient Clinics (CBOCs) and Veterans Centers. The base contract period runs from July 1, 2026 through June 30, 2027, with four optional one-year renewal periods extending through June 30, 2031. Cablevision is identified as the sole source provider because it owns the existing cabling infrastructure distributed throughout the campus, including underground conduits, tunnel systems, and building communication closets. Converting to an alternative provider would require complete removal of Cablevision's infrastructure and installation of new systems, involving months of work, fire department coordination, specialized staff supervision, and substantial costs. The J&A notes that an alternative option—satellite installation via DirectTV—would cost at least $99,900 for two satellite dishes at the medical center alone, before CBOC and Veterans Center installations. Price reasonableness was established by comparing Optimum's quoted monthly rate of $149 to the previous contract's monthly cost of $7,986, representing approximately 1.8% savings. A Notice of Intent to Sole Source was posted April 6, 2026 through April 13, 2026 with no responses. Market research via GSA eLibrary and SBA Small Business Search databases yielded zero results for analog cable services providers. The justification was approved under 41 USC §3304(a)(1) as the only responsible source able to satisfy agency requirements.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Cablevision Systems Corporation (DBA Optimum) provided a sole source letter stating that no other company is authorized or capable of providing bulk Analog Commercial Television Services with the existing wiring. The letter goes on to state that no other company sells or distributes such services other than Cable Systems Corporation. Cablevision Systems Corporation is the sole source that can provide the required services.
Analog (non-digital) service is necessary for all patient TVs and waiting areas at the main campus so that cable boxes, which are not hospital-grade, are not required in the patient and waiting rooms. Boxes in patient rooms would require the mounting of shelves, annual electrical safety testing, and on-going maintenance.
Northport’s Main Campus is situated over a large area of multiple medical center buildings, many of which are connected by tunnel corridors and many of which are not connected by tunnel. As such, the distribution system’s cabling (separate analog and digital feeders as described above) must be trenched from Middleville Road underground through conduit, through cable system vaults/manholes, through interconnecting tunnels, within the buildings into communication closets, and then from the closets to the TVs themselves.
Distribution equipment is located throughout the campus, typically in Biomedical Engineering Closets located in Nursing Units on each floor, in Engineering Closets along the tunnelways in the tunnels themselves, and in dedicated Cable Service boxes/vaults on the grounds and secured under protective covers. The existing distribution system and equipment, including all cabling under the ground, in tunnels and within buildings is owned by Cablevision. If a company other than Cablevision is selected the cabling infrastructure needs to be removed in its entirety by the new offeror before their new system could be installed. The pre-existing system shall not be abandoned in place as there is no space for additional cabling.
There is a high additional, intangible associated cost involved with converting to a new company. All of the extensive installation work, including re-trenching, working in
VHAPG Part 806.3 JOFOC Page 3 of 5
Acquisition ID#: 36C242-26-AP-2090 manholes, running cables through busy tunnels with patient traffic, may involve months of work and would need to be supervised at all times by limited Biomedical staff, and in some cases would involve the Fire Department as well with respect to confined spaces, the associated training and permits to be issued. The associated manpower resources and cost would be in addition to the cost of the service contract and would be borne by the medical center. As such, it would need to be weighed against any cost advantages of another company’s contract.
The only other option for cable services would be the installation of satellites throughout the Northport campus and CBOC. A quote was received from DirectTV for the installation of one satellite dish priced at $49,995. For this requirement, at least two satellites would be necessary to obtain the proper coverage at the medical center alone, costing at least an additional $99,900 before services could be provided. This does not account for each CBOC and Vet Center, which would also require its own mini satellite installation at each facility for an additional cost.
6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as possible (including whether a notice was or will be publicized as required by RFO Part 5 and, if not, which exception under RFO Part 5 applies):
A Notice of Intent to Sole Source was posted 4/6/2026 and closed 4/13/2026, there were no responses.
7. Determination by the CO that the Anticipated Cost to the Government will be Fair and
Reasonable:
Price reasonableness was determined by comparing the price of the quote received from Optimum for cable services to the current contract 36C24221C0092, expiring 6/30/2026.
Contract 36C24221C0092 was extended for 3 months and priced at $23,958, with a monthly price of $7,986. The base year quoted by Optimum is per month. The base year price by Optimum is $149 or approximately 1.8% lower per month than the cost of the 3-month extension for contract 36C24221C0092.
Based on this information, the total price quoted by Optimum, , is determined to be fair and reasonable.
