Decision to Restrict Competition Summary
This is a Decision to Restrict Competition document issued by the Department of Veterans Affairs (VA), Network Contracting Office (NCO) 19, authorizing a sole-source contract with SupraVISTA Medical DSS LLV for Brillians with Test Results Module (TRM) software. The acquisition is classified as an emergency requirement supporting Veterans Integrated Service Network (VISN) regional area 19 and associated Medical Centers (VAMCs). The contract period runs from March 1, 2026, through May 31, 2026, with the estimated contract value redacted. The requirement includes software licenses, download, installation, training, technical support, and maintenance for the Brillians application, which provides automated rule-based analysis of clinical data at points of care within the VA's existing Information Technology infrastructure.
SupraVISTA is identified as the sole authorized provider of Brillians, as the software is the only application capable of integrating with the VA's Computerized Patient Reporting System (CPRS) and Veterans Health Information System Technology Architecture (VistA) while maintaining patient context. Market research confirmed that SupraVISTA does not utilize authorized resellers and has no plans to do so due to the highly technical nature of the product and proprietary constraints. Additionally, the VA's rule of two requirement cannot be satisfied, as no two or more small business set-aside categories (SB, SDVOSB, or VOSB) are capable of providing this specialized requirement. The contracting officer, Christine Jarvis, authorized the competition restriction under RFO FAR 12.102 based on these unique circumstances.

Decision to Restrict Competition IAW RFO FAR 12.102 Under SAT
Acquisition Plan Action ID: 36C259-26-AP-2132
PR-IFCAP 2237#: 495-26-2-200-0018
JOFOC Tracking Number: FY26 – NCO 19 - 781
1. This request is an approved emergency requirement for Brillians with Test Results Module (TRM) software license, download, installation, training and for Veterans Integrated Service Network (VISN) regional area 19 (VISN 19) and Medical Centers (VAMC)s. Brillians with TRM (Brillians) is critical for automated rule-based analysis of clinical data at points of care.
2. The estimated value of the contract is RFO FAR clause 52.217-8 will be included in the event additional time is required. The period of performance will be from March 1, 2026, through May 31,2026.
3. Existing contracts 36C25922P0987 and 36C25923P1121 are in place with SUPRAVISTA MEDICAL DSS LLV (SupraVISTA) providing Brillians Annual software with TRM (Brillians) Software licenses, support and maintenance meeting the government requirements through 2/28/2026. Brillians is a highly specialized software solution and is the only application that has the capability to provide automated rule-based analysis of clinical data at point of care that integrates with Veteran Health Administration (VHA)s existing Information Technology architecture. Only SupraVISTA can provide the required technical support and training resources services due to proprietary constraints. Specifically, only SupraVISTA can access the proprietary source code necessary to perform these services. Additionally, no alternative software has the required interfaces in place to integrate with VHA’s Computerized Patient Reporting System (CPRS) and Veterans Health Information System Technology Architecture (VistA) structure to maintain patient context as clinicians move from patient to patient.
Therefore, no alternative software solution currently exists or can avoid the duplication of cost and time to meet VA’s requirements.
4. Market research determined that Brillians is available on the open market and only from a sole manufacturer and distributor SupraVISTA. SupraVISTA confirmed it does not have any authorized resellers, and they do not plan to have any in the foreseeable future as resellers are not equipped to provide appropriate representation or support due to the highly technical nature of the products. As such, there are no other resellers that can provide the requested Brillians due to copyright and proprietary reasons. Additionally, market research determined that the VA and the SBA rule of two cannot be met. No two or more SBS verified SDVOSBs, VOSBs, or SBs are capable of providing this requirement. SupraVISTA, a certified SB, is the only authorized provider of Brillians.
In accordance with RFO FAR 12.102 this information documents the decision to restrict competition to satisfy this requirement. An order will be placed to SupraVISTA for the government need for Brillians with TRM licenses and support.
